The City Manager is responsible for day-to-day operations and provides oversight and direction for all City departments, including Public Works and Utilities, Police, Community Development, Finance, City Clerk and Public Relations. The successful candidate will bring a collaborative nature, high emotional intelligence, and the ability to develop positive relationships while modeling professionalism and clarity. This is a leadership role for someone who can inspire, build trust, and transform workplace culture. Position Description Overview The Human Resource Director will lead efforts in talent development, employee engagement, culture transformation, and accountability-ensuring Douglas continues to grow as a model of public sector excellence. This role requires not only technical HR expertise but also leadership presence and emotional intelligence. Key responsibilities include: Champion the City’s High-Performing Organization (HPO) principles across all HR initiatives. Collaborate with department leaders to align onboarding, evaluations, and policy frameworks with organizational values. Coach supervisors on employee performance, conflict resolution, and development. Facilitate a consistent, respectful discipline process and mange investigations with professionalism. Develop and deliver training on emotional intelligence communication and leadership best practices. Oversee all HR operations, including recruitment, compensation, benefits, compliance, and record- keeping. Ensure legal compliance with employment laws and maintain alignment with HR best practices. Conduct audits and support risk management and safety initiatives. Stay informed on trends, laws, and technologies in HR and share updates with leadership. Education and Experience Five year’s experience in and completion of college coursework at a bachelor’s level in human resources, personnel, business administration, or other related field is preferred. Combination of experience, certifications and education will be considered.
