9/21/2023 10:04 AM Request for QualificaƟons Regarding the 2023-2024 Comprehensive Plan Update in Douglas, Wyoming Below is a list of all of the quesƟons submited and responses. 1. Has there been much interest in the project? The City has been contacted by a few companies. 2. Is there a defined budget for the project? Council set a budget of $60k. 3. What is the City’s intended level of detail and analysis for the following items listed in SecƟon 4 Scope of Services of the RFQ: a. TransportaƟon & Infrastructure. (Including partnerships with WYDOT and BNSF) A general analysis of connectivity and alternative transportation options should be included. Prioritized options for safe connectivity should be a part of the narrative. Like most communities, Douglas has roads owned by WYDOT and must work with WYDOT in infrastructure updates and transportation alternatives. The Comprehensive Plan should identify these areas and provide opportunities for partnerships and recommendations for transportation alternatives in these areas. BNSF owns the railroad and much of the adjacent property. The community has concerns with the safety of the railroad, conditions of the crossings, noise produced by the trains, and use of adjacent property. b. Water Capacity. The State and the City are working on a Level I Water Study currently. The Comprehensive Plan should address water as a limited resource as a factor in the development and growth of the community. c. Historic PreservaƟon Plan. (Must meet SHPO CLG requirements) These plans are intended to set priorities and guide Douglas through historic preservation efforts. The plan should be tailored to Douglas and include: • General description of role and responsibility of the CLG organization. • History of the community railroad town, mining town). • Outreach Survey, Town Hall) – input from the community regarding what they think is important history and preservation efforts. Focus on preservation. • Challenges, Opportunities, Goals, Priorities. • Determine goals and priorities for the CLG and Historic Preservation Commission. • Discussion of the communities’ goals. ***Depending on the extent of this section, the City can apply for additional funding through SHPO to continue development of the Historic Preservation Plan. ---PAGE BREAK--- 9/21/2023 10:04 AM d. Economic Development. (The City and The Enterprise will be working together to develop an Economic Development Master Plan and a Target Industry Plan. The Economy porƟon of the Comprehensive Plan should lay the groundwork for those other documents.) A current economic analysis and picture of what Douglas looks like within the region and state and opportunities for diversification. 4. What is driving the schedule and what is meant by “RecommendaƟons to be added to the following fiscal budget should be esƟmated no later than April 30, 2024” in SecƟon One IntroducƟon and Summary of the RFQ. Is the City looking for idenƟficaƟon of scope and fee that need to be included in the 2024 budget or does the full project need to be complete and billed out by June 30th, 2024? The project must be completed and billed by the end of the Fiscal Year (6/30/24). The budget process for FY25 begins in February and submittals are due in April, however, we have allowed the entire month given the short timeline of the Comprehensive Plan update. Any items identified in the plan for future actions that require funding should be included for submittal by the end of April 2024. At the latest, those items must be submitted by the first week of May.
