Chapter 4.32, Page 74 4.32 PARKING WITHIN DOUGLAS COUNTY THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES HEREBY ORDAIN AS FOLLOWS: SECTION I. RURAL PARKING A. It shall be unlawful to park or leave standing any vehicle, whether temporarily or otherwise, upon any highway within Douglas County. This is in accordance with Sections 346.51 through 346.55 of the Wisconsin Statutes, with the exceptions listed in Section 346.50 of the Wisconsin Statutes. B. No person may leave or park any motor vehicle on private property without the consent of the owner or lessee of the property. C. Owners or lessees of public or private property may permit parking by certain persons and limit, restrict or prohibit parking as to other persons if the owner or lessee posts a sign on the property indicating for whom parking is permitted, limited, restricted or prohibited. No person may leave or park any motor vehicle on public or private property contrary to a sign posted thereon. SECTION II. COURTHOUSE PARKING Parking areas contiguous with the Courthouse and Annex, and owned by the County, shall be so designated by yellow lines painted or durably marked on the pavement. At each space so marked, it shall be unlawful to park a vehicle such that the vehicle is not within the limits of the space so designated. SECTION III. UNLAWFUL PARKING It shall be unlawful to park: A. So as to obstruct other vehicles legally parked. B. On any sidewalk or lawn area. C. In any area not designated and marked for parking. D. In a space properly designated for law enforcement or emergency vehicles. E. In a space properly designated for Circuit Court judges. F. For any longer than two hours in the properly designated parking spaces. ---PAGE BREAK--- Chapter 4.32, Page 75 G. In any area between the hours of 12:00 a.m. and 6:00 a.m., excepting employees of the Courthouse and Annex whose duties required their presence during those times. H. Permit parking areas. I. Handicap parking areas. SECTION III. PENALTY AND REMOVAL PROVISION Violators of this ordinance are subject to a forfeiture of no less than $30.00 and no more than $200.00. Offending vehicles are subject to removal by, or under the direction of, a traffic officer in accordance with Section 349.13(3) of the Wisconsin Statutes, and the owner or operator shall be liable for the reasonable charges of such removal and storage. SECTION IV. PUBLICATION This ordinance shall take effect and be in force after its passage and publication as required by law. Dated this 20th day of August, 1998.
