Chapter 4.16, Page 37 4.16 TRAFFIC SAFETY COMMITTEE ORDINANCE THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES ORDAIN AS FOLLOWS: SECTION I MEMBERS The Douglas County Highway Safety Commission, its structure, power and duties, there is hereby appointed by the Chairman of the County Board, a County Highway Safety Commission to serve without compensation, consisting of representatives from: A. Education B. Law C. Medicine D. County highway commissioner E. Chief county traffic law enforcement officer F. County highway safety coordinator as representative of the state highway safety coordinator G. A woman highway safety leader H. An individual who represents the most populous municipality within the county other than the county itself If the appointee for the disiciplines of law, medicine or education are not in attendance, a designated alternate for them may be reimbursed. SECTION II. MEETINGS A. The Commission shall develop a meeting schedule that includes a minimum of four meetings per year. B. The Commission shall appoint a secretary to keep a record of attendance, minutes and all official proceedings. SECTION III. REIMBURSEMENT GUIDELINES Under Section 83.013, Wisconsin Statutes, the following rules by which Federal fund reimbursement of per diem payments will be made for members of County Traffic Safety Commissions: ---PAGE BREAK--- Chapter 4.16, Page 38 A. Eight commission members are eligible for reimbursement, consisting of members listed in Section I. Designated alternates under disciplines of law, medicine or education may be reimbursed. B. Eligible members must be in attendance at the meeting for which reimbursement is requested. Payment must be made to commission members by the county prior to seeking reimbursement of Federal funds. Only one meeting per quarter is eligible for claim. C. Reimbursement cannot exceed $15 per member. If a county chooses to pay a lesser sum as a per diem, only the actual amount paid can be claimed. D. Reimbursement claims must be made on the forms furnished by the Division of Highway Safety Coordinator (Form 360-08). Only those members who are eligible for Federal fund reimbursement should be noted on the form. They must sign the form in the spaces provided. E. The reimbursement claim must be certified by original signature of the County Clerk and the appropriate Traffic Safety Representative and either the Commission Chairman or the Commission Secretary. F. Reimbursement claims must be accompanied by the pertinent commission meeting minutes when submitted to the Division of Highway Safety Coordinator. Normally, a check for a claim for Federal fund reimbursement will be remitted in 6-8 weeks. On various occasions, a field audit will be conducted to assure the accuracy and validity of claims. Claims should be submitted quarterly. Counties may wish to establish their own rules for per diem payments, or pursue existing rules. The guidelines above pertain only to Federal fund reimbursements. SECTION IV. RESPONSIBILITIES AND DUTIES A. To secure voluntary coordinator and re-enforcement of highway safety activities conducted by the political subdivisions of the county in the functional areas of: Driver Education Codes and Laws Traffic Courts Alcohol in Relation to Highway Safety Identification & Surveillance of Accident Location Traffic Records Emergency Medical Services Highway Design, Construction and Maintenance ---PAGE BREAK--- Chapter 4.16, Page 39 Traffic Control Devices Pedestrian Safety Police Traffic Services Debris Hazard Control and Cleanup School Bus Safety B. Review and develop a written statement of highway safety needs in the aforementioned functional areas and develop immediate priorities and long-range goals for highway safety improvements. C. To advise the county board and its various committees on highway safety matters. D. It shall maintain liaison with highway safety programs carried on by the City of Superior and related State functions conducted in the county. E. It shall act as an advisory body to the county highway safety coordinator for the purpose of developing local actions necessary to implementing projects under the Federal Highway Safety Act of 1966. F. It shall cooperate with nonofficial organizations and groups in developing and conducting public information programs directed to highway safety improvements. G. Develop procedures for periodic review of local highway safety improvement programs. SECTION V. COMMITTEES AND STUDY GROUPS The Commission may establish special study groups/subcommittees necessary to meeting its responsibilities as outlined in this ordinance.
