Chapter 1.11, Page 49 1.11 COUNTY EMPLOYEE SEAT BELT ORDINANCE THE DOUGLAS COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES ORDAIN AS FOLLOWS: SECTION I. DECLARATION OF POLICY It is hereby declared to be the policy of Douglas County, Wisconsin, that every County employee who travels in a motor vehicle, either as a driver or a passenger, while on County time and subject to the county payroll, shall wear a properly adjusted and fastened lap belt and shoulder harness. SECTION II. APPLICATION OF POLICY Section I applies to both County-owned and personally-owned vehicles. SECTION III. EXCEPTIONS Section I shall not apply to: A driver or passenger in a seating position that is not equipped with a lap belt or shoulder harness; A driver frequently stopping and leaving the vehicle so long as the speed of the vehicle between stops does not exceed 15 m.p.h.; A driver or passenger possessing a written indication from a physician that he/she is unable to wear a lap belt or shoulder harness for health reasons; and If it is the belief of the operator of the vehicle that he/she faces great danger by attempting to engage the seat belt on a patient, prisoner or passenger, he may transport the person without utilizing the seat belt. The operator should make certain to use due care when transporting a person under such conditions. SECTION IV.VIOLATION Disregard of the above policy shall constitute grounds for disciplinary action. ---PAGE BREAK--- Chapter 1.11, Page 50 SECTION V.
