Chapter 6.02, Page 14 6.02 COUNTY-WIDE ENHANCED 9-1-1- SYSTEM THE COUNTY BOARD OF SUPERVISORS OF THE COUNTY OF DOUGLAS DOES ORDAIN AS FOLLOWS: WHEREAS, Douglas County presently has a basic 9-1-1 System in operation in the Superior exchanges and none in the county, and WHEREAS, these emergency calls are answered at the Douglas County dispatch center by dispatchers on one of three incoming emergency 9-1-1 lines, and WHEREAS, it is currently impossible to independently determine the origin of these calls, often times making it difficult to respond emergency service in the most effective manner, and WHEREAS, in order to improve public safety response and better serve the public, it is desired to implement Enhanced 9-1-1 services county-wide to the greatest extent that is economically feasible, and WHEREAS, it is desired to provide enhanced services by providing automatic number identification and location identification of incoming 9-1-1 calls, features which will allow the dispatchers on duty to determine the exact telephone and location of the caller, thereby enhancing their ability to dispatch emergency services in the most efficient manner, and WHEREAS, the Wisconsin Legislature passed legislation in 1987 that allows for the costs of 9-1-1 to be placed on the telephone statements of all users of the system subject to certain conditions, limits and restrictions, incorporating the costs of installation over the first 36 months, and WHEREAS, the Douglas County Board of Supervisors appointed a 9-1-1 Committee which has developed a county-wide 9-1-1 plan addressing these issues. NOW, THEREFORE, BE IT RESOLVED that the Douglas County Board of Supervisors hereby approves the county-wide plan for sophisticated 9-1-1, including the provision that charges for the installation, operation and maintenance of this system be levied on the telephone bills of the users of the system in the manner and to the extent permitted by Wisconsin law, and hereby authorizes Ameritech (formerly known as Wisconsin Bell) to submit the same, with the appropriate contract, to the Wisconsin Public Service Commission for their approval.
