COMMITTEE STRUCTURE The purpose of the following procedures is to define the structure, purpose and duties of the County Board Committee system. All matters pertaining to Committee organization and membership and responsibilities shall be construed in favor of the declared will of the County Board in these rules, consistent with the intent of Section 59.03 of the Wisconsin Statutes (County Organization). A. General Information County Board committees will be appointed by the County Board Chairperson at the May County Board meeting following reorganization. Special committees under County Board jurisdiction will dissolve if not reappointed at this meeting. If necessary, vacancies on the County Board will be made by the Chairperson of the Board and vacancies on committees will be made by the Chairperson of the Board or County Administrator, as authorized. All appointments require County Board confirmation. Each Committee shall be the public focal point for all programs and activities under the supervision and within its jurisdiction. Each Committee shall be the governing body for all its functions and activities under its supervision and shall have the duty and responsibility to implement all appropriate provisions of State law and County Board policy. A majority of any committee shall constitute a quorum for the transaction of business and the County Board Chairperson or a Vice Chairperson may make up a quorum. The Committee Chair may speak on any issue and vote. The Committee Chair shall vote last in case of any roll call vote. Committee coordination shall be the responsibility of the County Clerk or his or her designated agent to provide agenda, meeting and minutes assistance and follow-up on related matters. The Chair of the Health and Human Services Board is required to be a County Board Supervisor. B. Standing Committees and Duties The Standing Committees and their duties shall be as follows: COMMITTEE OF THE WHOLE (All members of the County Board): Any matter may be referred to this committee. Any action taken by this committee shall be deemed a recommendation to the full board and shall not constitute final action by the County Board. The committee shall meet at the call of, and be chaired by, the County Board Chairperson. EXECUTIVE (Chairpersons of all Standing Committees and Chairperson of Health and Human Services Board, if County Supervisor): This shall be the committee on committees and perform such duties as directed by the Chairperson and the Board. It shall meet on the call of the Chairperson of the Board and be Chaired by the County Board Chairperson. ---PAGE BREAK--- ADMINISTRATION (9 members): This committee shall have referred to it any matters relating to finance, insurance, bonds, equalization, claims, computer operations, building construction, maintenance, repairs, operations and rentals of county buildings and grounds, reviews proposed or pending legislation affecting county, other than Highway and Forestry, and any matters relating to personnel of Douglas County, including, but not limited to, matters relating to wages, code of ethics, promotions, demotions, grievances, new positions, reclassifications, negotiations, employee benefits (including health insurance carrier), monitors safety program for county employees and any other related items. It shall be the committee of jurisdiction for the Administration, Buildings and Grounds, County Clerk, Register of Deeds, Treasurer, Information Services, Finance Departments and Corporation Counsel. EXTENSION EDUCATION AND RECYCLING (4 County Board Members: 1 Citizen Member): This committee shall have referred to it any matters relating to environment, agriculture, solid waste, and any matters relating to educating, as it pertains to the mission of the University of Wisconsin Cooperative Extension. The committee has responsibility for support and monitoring of Extension programs and is the committee of jurisdiction for the Recycling/Solid Waste Department. FOREST, PARKS AND RECREATION (5 Members): This committee shall have referred to it any matters related to county forest land, recreation, trails, and any other related items. This is the committee of jurisdiction for the Forestry Department. LAND AND DEVELOPMENT (5 Members): This committee shall have referred to it any matters relating to the purchase, sale, or leasing of county property (not including county forest land), taxes, tax titles, economic development matters and any other related items. PUBLIC SAFETY (5 Members): This committee shall have referred to it all matters relating to law enforcement, emergency planning and the jail in Douglas County. It shall be the committee of jurisdiction for the Sheriff’s Department, Emergency Management Director and Medical Examiner. It shall also have referred to it all matters of state and federal legislation relating to county government, the courts or litigation. It shall be the committee of jurisdiction for the District Attorney, Family Court Commissioner, Child Support Department, and Clerk of Court; and acts as liaison between the Board and the courts. TRANSPORTATION AND INFRASTRUCTURE (5 Members): This committee shall have referred to it any matters relating to county highways authorized by statutes; handles all parking and transportation matters; lets contracts for vehicle and machinery purchases or rental for highway department; and is the committee of jurisdiction for the Highway Department. ZONING (5 MEMBERS): This committee hears and makes recommendations or requests for zoning ordinance amendments in towns; acts as liaison between Board and Regional Planning Commission and advises on all matters relating to land use planning and development; reviews plats and cemetery maps; serves as committee of jurisdiction for the Zoning Office. This is the committee of jurisdiction for the County Surveyor. ---PAGE BREAK--- C.
