Page 1 Douglas County Employee Relations By- La ws Douglas County Employee Rela tion s Committ ee By-Laws Douglas County est ablished an Employee Relations Committee October 6, 1992. MISSION STATEMENT To create a positive atmosphere by fostering a working environmen t of trust and hones ty, utilizing the s of all employees with a healthy respect for teamwork needed to reach common go als, through open communication, problem solving, and info rmation sharing. MEMBERSHIP The committee shall consist of employees, department managers, administration personnel and County Board Supervisors interested in serving and being a voice for fellow employees by presenting new ideas and suggestions for a more positive and cooperative work environment. All representatives may hav e alternates . Altern ates are expected to participate in the ab sence of their designated rep res enta tive. Committee me mbers shall serve for a two (2 ) year term. Me mbers ma y be designated or reappointed by the Douglas County Administrator for multiple terms. COMMITTEE PURPOSE The Employee Relations Committee exists to address employee concerns and/or ideas regarding workplace policy, environment, procedure, and/or events. Members of the committee may suggest items be placed on an agenda by notifying coordinators more than 7 days prior to the meeting; coordinators will determine its relevancy. Items may be referred to appropriate committee(s) for further approval. ---PAGE BREAK--- Page 2 Douglas County Employee Relations By- La ws COMMITTEE OFFICERS One me mber rep res enting man ag emen t and one me mber rep resenting employees will serve as co mmittee and meet ing coordinators. They will serve in this capacity for two years, or the length of their appointments to the committee. Coordinators will be elected in June, bi-annually by committee members, and may be selected for multiple terms. COMMITTEE AGENDA Committee coordinators will consult Human Resource Dep artmen t staff in regard to scheduling and preparation of meet ing ag endas and the notification of committee me mbers of upcoming meet ings . Coordinators will facilitate Employee Relations meet ings. COMMITTEE MEETINGS Employee Relations Committee meet ings will be held at least quarterly on the second Tuesday of the month or as determined by co mmittee coordinators. Me etings will be scheduled when appropriate in acco rdance with County po licy and when significant ag enda items require timely acti on. The length of the me etings will be no longer than two hours and held at a convenien t time quarterly (e.g. March, June, September, December) as determined by committee coo rdinators. QUORUM A quoru m for meet ing purposes, as defined by th e committee, shall be one-third of the co mmittee me mbers hip. ACTIONS BY THE COMMITTEE Committee decisions are by consensus only. Co mmittee decisions are reco mmen dations. Reco mmen dations are non -binding on the parties. BY-LAW REVISIONS The By-Laws of the committee can be reviewed and amen ded with committee consensus at any ti me. Revised: September 2019
