General TSPLOST 2020 Program Information Prepared by: Laura Fulcher Communications & Public Relations February 6, 2020 ---PAGE BREAK--- General TSPLOST 2020 Program Information If approved, the TSPLOST 2020 program would increase the sales tax by making Dawson County’s total sales tax The Board of Commissioners and City Council approved to enter an intergovernmental agreement (IGA) which will be on the May 19 primary ballot. IGA TERMS (IF APPROVED): • Collect a cap of $45 million over a five year period; • Dawson County would collect 91% of the revenue totaling $40.95 million; • City of Dawsonville would collect 9% of the revenue totaling $4.05 million; • Dawson County will receive funds from Georgia Department of Revenue then pay the City a certain percentage; • City of Dawsonville will receive some money upfront to start projects while Dawson County completes current SPLOST projects; • Through joint funds, the City and County will improve the safety and traffic flow for three intersections: o Hwy. 53 and Allen Street; o Hwy. 9 north and Perimeter Road; and o Hwy. 9 south and Perimeter Road. • Complete list of county projects included and can be found here; • Complete list of city projects included and can be found here. TIMELINE (IF APPROVED): • January 14, 2020: Board of Commissioners and City Council entered an intergovernmental agreement on the Transportation Special Purpose Local Option Sale Tax (TSPLOST) and approved the final list of TSPLOST 2020 projects; • May 19, 2020: TSPLOST 2020 will be on primary ballot; • October 1, 2020: If approved, TSPLOST 2020 Collections began; • October 1, 2025: If approved, TSPLOST 2020 Collections will end (unless the cap of $45 million is reached prior to this date.) Georgia law allows local communities to use Transportation Special Purpose Local Option Sales Tax (TSPLOST) proceeds for transportation purposes if approved by voters in a referendum. General guidelines for projects are below, see Official Code of Georgia (O.C.G.A) 48-8-260(5) for more details. • Transportation purposes includes: roads, bridges, public transit, rails, airports, buses, and all accompanying infrastructure and services necessary to provide access to these facilities. • Roads, streets, sidewalks, bicycle paths, and bridge purposes such as: • acquisition of rights of way; • construction; • renovation and improvement, including resurfacing; • relocation of utilities; • improvement of surface-water drainage; and/or • patching, leveling, milling, widening, shoulder preparation, culvert repair, and other repairs necessary for their preservation; • Storm water and drainage capital outlay projects, in conjunction with transportation projects. These transportation projects would otherwise be paid for with General Fund and property tax revenues.
