TRANSIT MANAGER DAWSON COUNTY SENIOR SERVICES Full-Time/Salaried/Exempt JOB SUMMARY This position is responsible for the supervision and management of transportation operations for Dawson County Transit; these duties include performing all administrative duties, grant and requests for proposals for operations with GDOT, FTA, DHS, Legacy Link and any other contractors for transit, management of the division budget, maintaining DOT compliance; planning and coordinating training activities, and overseeing maintenance operations. ESSENTIAL DUTIES · Monitors driver’s daily activities, conducts staff meetings, seeks and provides technical expertise. · Prepares reports detailing daily mileage, time, fuel, passenger counts, fares and other data needed; complete other reports as needed. Report in a timely manner information to Department of Transportation, FTA, DHS, etc. · Prepares or completes various forms, reports, correspondence, schedules, routes, passenger logs, statistical data, reimbursement reports, budget documents, payroll documents, performance evaluations, or other documents. · Performs administrative tasks; produces timesheets and payroll documents; approves/disapproves leave requests. · Responds to accidents, incidents, or complaints involving division operations, services, employees, or other issues. Investigates accidents, injuries, and other incidents; reports findings to Director and Risk Management. · Secures grants through various organizations and follows through with RFP and contracts. Coordinates administration of federal, state, and local grants for transportation services, prepares and submits reimbursement reports for reimbursement of federal/state grant funding. · Assists with modifying or rejecting transportation requests for reasons such as full schedules, lack of drivers, lack of equipment or passenger history/behavior. · Ensures that transit operations are in compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; ensures adherence to established safety procedures, monitors work environments and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. · Develops and implements division budget; monitors expenditures to ensure compliance with budget. · Develops and implements long and short-term plans, goals, and objectives for department, evaluates efficiency and effectiveness of division operations, methods, procedures, and use of resources. Recommends changes or improvements, as needed. · Maintains a comprehensive, current knowledge of applicable laws/regulations for GDOT, FTA, Dawson County, and other organizations. DAWSON COUNTY GOVERNMENT 25 Justice Way, Suite 2233 Dawsonville, GA 30534 (706) 344-3501 ---PAGE BREAK--- · Assists Director of Senior Services with employee performance appraisals, interviews, and hiring recommendations. · Coordinates with Fleet Services staff regarding maintenance/repair of vehicles. · Answers incoming calls for the Dawson County Transit, as needed, while drivers are on routes. · Performs duties of Transit Driver, as needed; driving Transit bus routes and/or scheduling substitute drivers. · Presents RFP and contracts to the Board of Commissioners; attends Commission meetings as needed. · Communicates with employees, department leaders, local businesses, community organizations, passengers, the public, state/federal agencies, and other outside agencies in a courteous and professional manner to receive and provide information. · Assist DAPM and Director of Senior Services with the D.O.T. Drug and Alcohol Program. · Works with the Public Relation’s staff to promote and publicize program information. · Promotes transit program through various organizations, provides customer service, responds to routine questions, addresses complaints and requests concerning transportation service. · Collects and records weekly fare box revenue and manages weekly deposits. · Other duties as assigned. KNOWLEDGE / SKILLS / ABILITY KNOWLEDGE OF: · State and county traffic and safety rules and regulations. · Guidelines on Area Agency on Aging, federal Older Americans Act (Title III) guidelines, Title VI act, and medical care guidelines. · Geography and road system of Dawson County and surrounding counties. · Department policies and procedures · Department safety rules and regulations. · Knowledge of current RFP, reimbursement format, and rider systems. SKILLED IN: · First-aid, CPR and AED training and response. · Interpersonal relations to meet the standards of professional customer service and to promote and support a positive work environment. · Driving a transit bus and operating a wheelchair lift. · Conducting preventive maintenance checks for vehicles. · Organization and reporting; to maintain records, follow dispatching procedures and convey operating updates to customers and co-workers. ABILITY TO: · Read, write, and perform basic mathematical calculations. · Develop and manage a budget. · Perform some heavy lifting. · Tell time and keep a timely schedule. · Effectively communicate, both orally and in writing. ---PAGE BREAK--- · Work and maintain professional composure while under stress and pressure. ADA MINIMUM REQUIREMENTS Scope of Performance: The purpose of this position is to oversee the transportation services to Dawson County citizens. Successful performance helps ensures successful transit services. Guidelines include Area Agency on Aging guidelines, federal Older Americans Act (Title III) guidelines, Title VI act, medical care guidelines and county policies and procedures. These guidelines require judgment, selection, and interpretation in application. Physical Ability: Must be physically able to assist passengers with boarding and de-boarding transit buses, operating the disabled passenger accessibility lift, properly securing disabled passengers, properly operating all transit bus controls and operating devices. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, climbing, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to use body members to work, move, or carry objects or materials; must be able to lift light and heavy objects, up to 20 pounds regularly and exert up to 70 pounds of force occasionally; must be able to sit for an extended length of time. Environmental Factors: The work is typically performed in an office; on occasion may be performed in a transit bus. The employee may be exposed to dust, fumes, exhaust, various noise levels, various temperatures, chemicals, and contagious or infectious diseases for an extended length of time as well as in various outdoor weather conditions as required. SUPERVISORY/ MANAGEMENT RESPONSIBLITY The Transit Manager assigns work in terms of somewhat general instructions. The work is reviewed for compliance with procedures and the nature and propriety of the final results. MINIMUM QUALIFICATIONS / CERTIFICATIONS · Applicant must be 18 years of age or older. · A high school diploma or equivalent; an Associates’ Degree is preferred, plus two years of experience in transportation, grant management, training, supervising, coordinating others and experience which provides the requisite knowledge, skills, and abilities for this position. · Applicant must have ability to read, write, and perform basic mathematical calculations, to count fare box money, report and submit weekly deposits. · Completion of the Substance Abuse Management Workshop and Reasonable Suspicion Training as required by the D.O.T. · Applicant must pass the following after hiring, if not already trained, in the following: • GDOT/FTA Pass Training – 2 years • CPR – 2 years • GDOT/FTA Drug and Alcohol Training – 2 years • GDOT ADA -yearly • GDOT Procurement - yearly • Annual training in ADA & Sensitivity including Bloodborne Pathogens, Customer Service, Defensive Driving, Distracted Driving, Drugs and Alcohol, Passenger Safety, Transporting Non-Ambulatory Passengers, Problem Passengers, and Wheelchair Securement and other County required training. · Administer and supervise training for employees. ---PAGE BREAK--- · Applicant must have possession a driver’s license issued by the State of Georgia and maintain a satisfactory Motor Vehicle Record (MVR). · Applicant must pass a background check and drug screening.
