ASSISTANT DIRECTOR OF PUBLIC WORKS/CAPITAL PROJECTS DAWSON COUNTY PUBLIC WORKS Full-Time/Salary/Exempt JOB SUMMARY This position is responsible for assisting the Director of Public Works with daily operations and long-range planning of the Public Works Department. The Assistant Director will also spearhead assigned capital projects and coordinate activities of outside contractors both within the department and other County departments. ESSENTIAL DUTIES  Act as the Director of Public Works in the absence of the Director;  Manage assigned Capital Projects on behalf of the County from concept to completion;  Keeps capital projects within budget and on schedule;  Assists in the planning of future capital projects and fund sources;  Provides technical guidance in the review of civil construction plan development, transportation planning to include traffic impacts and traffic analysis, stormwater hydraulics and hydrology and other engineering related functions;  Provides assistance in the modernization of Public Work’s practices and policies and provides technical training and technical guidance to other staff members;  Assists in procurement process for equipment, materials and services;  Provide input to Department policies and Emergency Operations Plan;  Generates cost and material estimates for various improvement projects;  Exercise a leadership style that fosters teamwork, promotes staff initiative, and provides professional growth opportunities for all Public Works employees;  Maintains good public relations; attends public meetings with citizen groups to exchange information and assist in resolving conflict by responding to citizen concerns, complaints, and questions regarding public works such as road work, stormwater management, solid waste, etc.  Assists the Director with preparing reports and submissions to the Board of Commissioners on improvement programs and recommended future initiatives;  May assist as a technical liaison between the county and the Georgia State Department of Transportation in securing and implementing contracts for state-funded improvements on roads and bridges; provides updates and reports on activities to county and elected officials.  Attends Board of Commissioners meetings as needed and advises the Board on Public Works matters;  Maintains and updates professional knowledge; reads new laws affecting work and standards; attends training programs, seminars, workshops, and meetings as necessary or required. KNOWLEDGE, SKILLS, AND ABILITIES KNOWLEDGE OF:  Materials, techniques and equipment used in road, bridge, and other public works construction, vertical construction both residential and commercial, and special capital projects.  Theories, principles, and practices of municipal engineering as applied to major public works projects, vertical construction and special capital projects.  Principles and practices utilized in the inspection and testing of materials used in the construction of roads, bridges, and other projects, and vertical construction and special capital projects.  Georgia Department of Transportation Plan Development Process for the management and delivery of transportation projects.  State and Federal laws regulating sanitary landfill operations.  State Special Purpose Sales Tax laws. SKILLED IN:  Negotiating and administering contracts.  Municipal budgeting procedures, design/build contracts and multi-funded financing operations.  Storm drainage methods and practices.  Automotive and equipment repair and maintenance procedures. ABILITY TO: Interpret intent and meaning of contract provisions plans, and specifications involved in highway construction.  Organize, interpret, and analyze technical engineering reports.  Read, understand, and interprets engineering/construction plans.  Select, develop, organize, motivate and effectively utilize staff.  Plan, direct and manage a number of diverse but related activities.  Establish and maintain effective working relationships with employees, contractors, utility companies, City and County officials and the general public.  Communicate clearly and effectively, both orally and in writing. GUIDELINES County ordinances, construction plans, relevant state laws, SPLOST state laws, zoning regulations, and standard codes for road construction. These guidelines require judgment, selection, and interpretation in application. ---PAGE BREAK--- 3 COMPLEXITY The work consists of varied executive level project management duties. The variety and number of codes that are to be followed and the need to interpret them for county staff, contractors, and the public contribute to the complexity of the work. The work also consists of a variety of executive level roadway maintenance and construction decisions CONTACTS Contacts are typically with co-workers, the general public, contractors, county manager and elected officials. ADA MINIMUM REQUIREMENTS Scope of Performance: The purpose of this position is to ensure professional department/project management of infrastructure projects are met, as well as to proactively provide expertise to local governmental entities, contractors, and the general public. Physical Ability: T h e w o r k i s t y p i c a l l y p e r f o r m e d w h i l e s i t t i n g , s t a n d i n g , walking, bending, crouching, or stooping. The employee must occasionally lift light and heavy objects, up to 10 pounds regularly and up to 50 pounds occasionally, use tools or equipment requiring a high degree of dexterity and be able to distinguish between shades of color. Environmental Factors: The work is typically performed in an office and outdoors, where the employee may be exposed to noise, dust, dirt, and inclement weather. Some work may require the use of protective devices such as mask, goggles, or gloves. SUPERVISORY AND MANAGEMENT RESPONSIBILITY The position reports to the Director of Public Works. The position does not have direct supervisory responsibilities until assigned or in the absence of the Director of Public Works. MINIMUM QUALIFICATIONS/CERTIFICATIONS  Bachelor’s degree in Engineering, Business Administration, Environmental Management or related field with public administration preferred.  Five years related experience in; commercial building construction and/or project management of capital/special projects; and municipal engineering.  Requires a minimum of five years of management experience to include at least three years of supervisory experience. Management experience in local government preferred.  Georgia licensed professional engineer a plus but not required.  Any equivalent combination of education and experience that demonstrates a high level of the essential duties will be considered.  Valid Class C Driver’s License and maintain a satisfactory Motor Vehicle Record (MVR).  Applicant must be able to pass a background check and drug screening. ---PAGE BREAK--- 4 The duties listed above are intended only as illustrations of the various types of work that may be performed.
