SOIL EROSION AND SEDIMENT CONTROL INSPECTOR DAWSON COUNTY COMMUNITY DEVELOPMENT Full-Time/Hourly/Non-Exempt JOB SUMMARY Conducts field inspections and related administrative work in the area of soil erosion and sediment control. Performs work related to the implementation of the Dawson County soil erosion and sediment control program. Provides technical information to citizens, reviews construction plans for soil erosion and sediment control compliance, issues grading permits, and inspects and monitors construction site erosion and sediment control devices for proper functionality. Work is supervised by the Building Services Manager and is evaluated by the Soil Erosion and Sediment Control Coordinator. ESSENTIAL DUTIES • Reviews construction development site plans involving clearing, grading, erosion, and sediment control measures to ensure compliance. • Conducts inspections at residential, commercial, and industrial construction sites to ensure compliance with applicable Federal, State, and Dawson County codes, standards, and Best Management Practices. • Notifies responsible inspectors, contractors, subcontractors, engineers, or homeowners of code violations; discusses corrective options; issues violations; makes recommendations for stop work orders if necessary; documents findings and recommended solutions. • Interprets and enforces ordinances and codes related to land disturbance, soil erosion, and sediment control of new and existing construction at residential, commercial, and industrial construction sites; inspects properties in the process of building or alteration; verifies conformance to applicable codes and ordinances and approved plans; issues correction or violation notices for non-compliance; and re-visits areas with repeat violators. • Processes various documentation associated with department/division operations within designated timeframes and per established procedures. Receives and reviews various documentation; prepares/completes various inspection reports; compiles data for further processing or use in preparing department reports; and maintains computerized and hardcopy inspection records. • Receives and responds to requests for information, complaints, and interpretation of code requirements; provides technical assistance to homeowners, engineers, developers, and other concerned parties; and attends meetings to discuss plan review procedures and comments. • Acts as the backup for the Soil Erosion and Sediment Control Coordinator. SKILLED IN: • Microsoft Office software and other relevant technologies. • Verbal and written communication • Time management, organization, and attention to detail • Making mathematical calculations and drawing logical conclusions. • Establishing and maintaining effective working relationships with County staff and the general public. ABILITY TO: • Operate a variety of standard office equipment including a computer terminal, telephone, calculator, copy, and iPad requiring continuous and repetitive arm, hand and eye movement. • Communicate effectively and courteously with the public, both verbally and in writing. • Tactfully deal with upset customers, including those that may have limited or no knowledge of the building industry and its requirements. • To recognize deviations from or non-compliance with applicable codes, ordinances, and regulations related to Erosion and Sediment Control and NPDES programs. • To keep records and prepare reports of enforcement activities for Erosion and Sediment Control, and NPDES Phase II programs. COMPLEXITY The work consists of understanding and applying State and Federal regulations related to Erosion and Sediment Control, and Georgia's National Pollutant Discharge Elimination System (NPDES) permits. To meet the goals and needs of the Georgia Soil and Water Conservation Commission, Department of Environmental Protection, Dawson County citizens, and the Board of Commissioners. ADA MINIMUM REQUIREMENTS Scope of Performance: The purpose of this position is to conduct field inspections and related administrative work in the area of soil erosion and sediment control for commercial, industrial, and residential projects to ensure compliance with State and Federal regulations related to Erosion and Sediment Control and the National Pollutant Discharge Elimination ---PAGE BREAK--- System (NPDES) permits for Georgia, Dawson County codes, and state regulations. Physical Ability: The work is typically performed while sitting, standing, walking, bending, crouching, or stooping. The employee must occasionally lift light and heavy objects, up to 5 pounds regularly and up to 25 pounds occasionally. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Clear hearing and speech are required. Fast paced, requiring flexibility in handling a variety of functions simultaneously. Environmental Factors: The work is performed in various situations, both indoors and outdoors, and the employee will be exposed to mud, dust, dirt, machinery with moving parts, debris, and inclement weather. Some work may require protective devices such as boots, masks, goggles, or gloves. SUPERVISORY AND MANAGEMENT RESPONSIBILITY This job classification is non-supervisory. The Building Services Manager assigns work in terms of general instructions. Completed work is spot-checked for compliance with procedures and the nature and propriety of the final result. MINIMUM QUALIFICATIONS / CERTIFICATIONS • Applicant must be 18 years of age or older. • High school diploma or equivalent, plus a minimum of one year’s experience in the field of construction or related field; or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. • Applicant must be certified or able to receive certification in soil erosion and sediment control through for Level 1A/1B within 6 months of employment. • Applicant must be certified or able to receive certification in soil erosion and sediment control through for Level II Certified Plan Reviewer within 1 year of employment. • Applicant must have possession of or the ability to readily obtain a driver’s license issued by the State of Georgia and maintain a satisfactory Motor Vehicle Record (MVR). • Applicant must pass a background check and drug screening.
