PLANNING MANAGER DAWSON COUNTY COMMUNITY DEVELOPMENT Full-Time/Salary/Exempt JOB SUMMARY This position is responsible for managing and monitoring the operational and personnel activities of the Planning, Licensing and Permits Division. Duties include county licensing, permitting, and planning programs in order to ensure compliance with relevant federal, state and local codes, providing customer service, developing and ensuring compliance by staff with policy and procedures, reviewing and approving reports, assisting with annual budget, and performing administrative functions of the department. ESSENTIAL DUTIES · Supervises Planning, Licensing, and Permit staff, schedules, assigns, and directs work; orients new employees; oversees or conducts training; coaches; evaluates and appraises; addresses complaints and resolves problems; and ensures quality of work. · Collaborates with Community Development Director and coordinates department activities with other departments and agencies, as needed. · Oversees the daily operations of the Planning, Licensing and Permit administration. · Interprets and enforces county zoning codes and ordinances. · Consults with and responds to inquiries from builders, contractors, architects, and developers in order to assure the proposed development will be in compliance with zone and land use character maps. · Responds to requests for rezoning, variances, subdivision of land and administrative variances. · Manages official calendars, agendas, minutes and materials for the Planning Commission. · Responds to complaints and minor disputes. · Ensures compliance with zoning and development regulations and overlay zoning and architectural regulations. · Administers the daily operations and updating of the County Comprehensive Plan and ensures compliance with the DCA minimum planning standards. · Assists Community Development Director with refining and drafting new Zoning Districts as necessary. · Prepares and gathers information regarding statistical analysis, proposals, reports and special projects for the Community Development Director, County Manager, Planning Commission and Board of Commissioners. · Trains, supervises and evaluates the work of new employees and departmental employees. DAWSON COUNTY GOVERNMENT 25 Justice Way, Suite 2233 Dawsonville, GA 30534 (706) 344-3501 ---PAGE BREAK--- 2 · Provides counseling to employee’s and addresses grievances. · Works collaboratively with Engineering, GIS and Building Services to facilitate development. · Attends meetings of the Board of Commissioners and Planning Commission and provides recommendations and advice on agenda items related to building and zoning; implements policies and directives approved by the Board of Commissioners. · Develops and implements long and short-range goals and objectives. · Provides technical information and assistance to developers, contractors, and the general public pertaining to code interpretations, processes, and changes thereto. · Reviews construction drawings and site plans meets with developers, contractors, architects, and engineers to resolve problems concerning compliance with zoning codes and regulations and other local ordinances. · Contributes to the County’s overall planning and development vision and goals, provides input into County policies and procedures regarding planning and growth issues. · Meets with developers to review plans for compliance with the County’s vision and mission including the County’s Comprehensive Plan. Works to integrate diverse projects within the overall objectives of the county. · Prepares financial forms and reports. · Ensures continuous updates to County maps and other GIS functions. · Performs current and long-range visioning and planning activities to address growth management, transportation planning, annexations, code compliance and inspections. · Facilitates inter-agency and inter-departmental projects which promote common vision and goals. · Meets with federal, state, county and local officials on a regular basis to discuss projects and oversee long-range plans through completion. These agencies include, but are not limited to: Federal Emergency Management Agency, Department of Transportation, Department of Community Affairs, Department of Natural Resources and Regional Development Centers. · Recognizes internal talent; mentors and coaches individuals in their careers. · Sets goals and objectives for work performance and evaluates performance by examining work with an eye for promoting the overall goals of the county, and conformance to policies and procedures. · Attends professional development workshops and conferences to stay abreast of development theory changes and economic development trends. · Maintains safe work conditions for staff. · Performs other related duties as assigned. COMPLEXITY The work consists of understanding and applying local ordinances, state and federal laws, and department policies and procedures for the entire County. These guidelines are generally clear and specific, but require some interpretation in application. The work is done to meet the goals and needs of Board of Commissioners and taxpayers. ---PAGE BREAK--- 3 CONTACTS Contacts are typically with co-workers, department heads, other county employees, elected officials, representatives of other county and city governments, general contractors, property owners, business owners, developers, attorneys, architects, design professionals, surveyors, engineers, and the general public. Contacts are typically to give or exchange information, resolve problems, and provide services. KNOWLEDGE / SKILLS / ABILITY KNOWLEDGE OF: · Methods and practices of civil engineering, code enforcement, and landscape architecture. · Principles of management, supervision, training, and performance evaluation. · Modern principles and practices of public administration. · Federal, State, and County laws, local ordinances and construction and trade codes governing the zoning, permitting, planning and inspection processes. · The geography of the county, including roads, streets, subdivision, and zoned areas. · Planning and zoning principles, techniques, and practices general math skills. · Accounting and bookkeeping practices; budgetary processes and procedures. · County and department policies and procedures. SKILLED IN: · Analyzing problems; identifying feasible solutions; projecting consequences of proposed actions and implementing recommendations in support of goals. · Personnel administration and in supervising and training others. · Public speaking and interpersonal relations; to influence, motivate, advise and achieve support. · Interpreting civil and architectural plans and maps. · The use of modern office equipment. · Communicating clearly, concisely, and effectively, both orally and in writing. ABILITY TO: · Perform responsible and difficult work involving the use of independent judgment and personal initiative. · Establish and maintain effective working relationships with staff, co-workers, elected officials, individual citizens, governmental agencies and departments, contractors, and vendors. · Participate in long-range and strategic planning. · Work effectively under pressure and deadlines with consistent interruptions. · Effectively solve problems. ---PAGE BREAK--- 4 ADA MINIMUM REQUIREMENTS Scope of Performance: The purpose of this position is to enforce county zoning ordinances and provide administrative assistance for construction projects. Successful performance helps ensure the effective enforcement of zoning and ordinances and the quality of construction in the county. Physical Ability: Primary functions require sufficient physical ability and mobility to work in an office and field environment; the w o r k i s t y p i c a l l y p e r f o r m e d w h i l e s i t t i n g , s t a n d i n g , walking, bending, crouching, stooping or crawling. The employee must routinely lift light objects up to 10 pounds and occasionally life moderately heavy objects up to 50 pounds; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Clear hearing and speech are required. Environmental Factors: The work is performed in a variety of situations; both in an office, outdoors or in a vehicle. Incumbents may be subjected to disruptive people, threatening environments, and frequent travel by motor vehicle. Incumbents may be exposed to noise, dust, dirt and machinery with moving parts, construction debris, inclement weather conditions, and potentially hostile environments. Fast paced, requiring flexibility in handling a variety of functions. Environmental Factors: The work is typically performed in a variety of situations both indoor and outdoor; work alone; travel from site to site; SUPERVISORY AND MANAGEMENT RESPONSIBILITY The Planning Manager works independently with general direction from the Community Development Director. Completed work is determined through performance results. This position has direct supervision over the Planning, Licensing, and Permit division staff. MINIMUM QUALIFICATIONS · Associated Professional License or Bachelor's Degree in Planning, Engineering, Landscape Architecture, Geographic Information System (GIS) or a related field. · Local government planning experience is preferred. · Five years of increasingly responsible experience related to the planning approval process, including two years of management and supervisory experience; or an equivalent combination of education, experience, special qualifications and training which provides the required knowledge, skills and abilities necessary for the job. · Applicant must possess a valid Georgia Driver’s License and maintain a satisfactory Motor Vehicle Record (MVR). · Applicant must pass a background check and drug screening. ---PAGE BREAK--- 5 The duties listed above are intended only as illustrations of the various types of work that may be performed.
