STORMWATER MANAGEMENT PLAN REVIEW AND PROCESS Development Stage Plan Stage Goals/Objectives Role of Design Engineer Role of County 1 Regulations and Rules • Establish & communicate clear expectations and minimum design requirements • Establish submittal process and fees • Understand local development code requirements • Thorough knowledge of the GA Stormwater Design Manual, guides & manuals • Opportunities to conserve natural resources and local identity, minimize impervious areas and using LID BMPs, etc. • Codes, checklists & templates accessible on County website • Set minimum performance goals • Encourage innovative and effective design strategies • Periodic training workshops 2 Pre-Design/Pre-Submittal Consultation • Required for larger multi-disciplinary complex developments over 1 acre • Optional but strongly encouraged for projects less than 1 acre • Review site conditions • Open discussion for opportunities to conserve natural resources and local identity, minimize impervious areas and using LID BMPs, etc. • Site constraints • Design options • Communicate design options • Communicate pre-developed conditions for hydrology, vegetation and topography • Identify environmentally sensitive elements • Identify site constraints • Understand the difference between requirements and guidelines • Attend pre-submittal consultation and offer creative opportunities for design considerations • Conservation of natural areas and limit disturbance • Review Zoning stipulations (if any) 3 Stormwater Management Concept Plan • Clearly articulates the basic design strategy • Allows opportunity to coordinate outside agencies and authorities • Feedback prior to applicant applying resources for complex engineered plans and computations • Drainage plan – site view • Preliminary hydrologic computations • Include design narrative. Can include diagrams, graphics, schematics, etc. • Pre vs. post runoff, peak flows • Design considerations to reduce runoff volumes • Water quality strategy • Utilize checklist • Thorough review and comments in review templates • Determine if plan adequately addresses ordinance requirements • Review zoning stipulations (if any) ---PAGE BREAK--- 4 Final Stormwater Management Design and Construction Plans and Computations • Reduce the iterative process • Limit need to involve 3rd party technical oversight/review • Full disclosure of the owner’s plan • Full set of narratives, plans, computations, erosion control plan, construction plans, details, specifications • Inspection/maintenance agreements • Response to County regulatory questions raised at Concept stage • Utilize checklist for completeness • Verify local authority/state/federal approvals • File copy of NOI • Verify agreements and certifications • Limited review of technical specifics from design engineer. Do not re-design but ask questions 5 Issuance of LDP • Authorize applicant to proceed in accordance with approved plan • Initiate a Preconstruction meeting for larger multi-disciplinary complex developments larger than 1 acre • Issue land disturbing permit • Record access easements, conservation easements, agreements • Attend Preconstruction Meeting 6 Construction Inspection • Compliance with all local/state/federal NPDES standards • Provide inspection of BMPs and 7-day letter • Review and certify plan changes • Applicant reporting requirements • Attend pre-construction meeting • Establish and document routine and periodic site visits • Issuance of notifications and violations • Retain submitted reports 7 Post Development • Finalization of project • Record of infrastructure installation • Applicant submits Notice of Termination • As-built drawings and certification • Review As-built drawings for completeness and accuracy • GIS received as-builts to include in layer • Retain certification • Obtains pavement core report for public streets • Obtains bond releases (if applicable)
