Land Disturbance Permit Process 2025 1. Civil Plans and Application are first submitted for Review to Community Development. a. Civil plans: i. Preliminary plat (if applicable) ii. Site plan iii. Hydrology study (if applicable) iv. Tree plan v. Zoning / Variance Stipulations (if applicable) vi. Utility Plan vii. ES&PC Plan b. Application 2. Civil Plans are processed to ensure all required information is present then invoiced by Com Devt. 3. Applicant is informed of Hard copy requirement for Soil and Erosion Review by Com Devt. 4. Plan Review is sent out by Community Development to all relevant Reviewers. a. Community Development b. Public Works c. Fire and Life Safety d. Etowah Water and Sewer e. Soil and Erosion f. Septic (Health Department) if applicable 5. Comments are returned to Community Development by applicable Departments and Compiled. 6. Comments are sent to Applicant and a Zoom meeting is scheduled by Com Devt to discuss comments. Review fees must be paid on or before the meeting in order to move forward. 7. Applicant Resubmits Plans to Com Devt a. Submittal should include itemized response sheet b. Resubmittal Fee is invoiced 8. Steps 4-5 are Repeated a. If plans are not approved also repeat steps 6-7 9. Applicant is informed of Plan approval and requirements for Issuance by Com Devt a. All Fees must be paid b. Contractor info with Blue card must be on file c. Two hard copies must be brought in for stamping 10. Plans are Approved a. Permitee is informed of Pre-con requirements by Com Devt 11. Pre-con is scheduled through coordination between the applicant and Com Devt a. NOI must be filed with the State. b. Construction-related Bonds and Stormwater maintenance agreement must be filed with Public Works. c. Permit box is up and contains all plans and required reporting. 12. Pre-Con occurs on site with all relevant departments attending – coordinated by Com Devt. a. Sign-In sheet is filled out; later uploaded, along with meeting summary, to Energov by Com Devt. 13. Construction and Development process begins 14. Final plat (stormwater maintenance agreement noted on plat) and as-builts submitted to Community Development; post-construction bonds filed with Public Works. 15. Final review must be approved (final plat, as-builts, post-construction bonds); NOT with State.
