Any baseball rules not covered in the following addendums will be governed by GHSA/ NFHS rules. Any softball rules not covered in the following addendums will be governed by USA Softball rules. Age control date is on or before September 1st. “age as of September 1st). This is for ALL age divisions. Each agency will furnish game balls when games are played at their location. Each age division may use a continuous batting order (must bat entire lineup) for all age divisions. A team may also use the GRPA substitution rule and bat 9 with the remaining players listed as subs. (Exception: In the 8u division, teams may play 10 while using the substitution rule). If a team is short a player(s) when the game begins, the player may be added to the BOTTOM of the lineup when they arrive. Altered or Non-Approved Bats: A player found using an illegal/altered bat while in the batter’s box, or before next legal pitch, the play is nullified, and batter will be called out. Head coach will be ejected. If found before entering the batter’s box, or after the next legal pitch is thrown, the bat is thrown out with no penalty. ONLY 4 coaches are allowed in the team’s dugout or on the field before OR during their game. This is for all age divisions. Each participant, coach and spectator shall be governed by any/all Zero Tolerance Policy of the location they are participating at. Local teams shall always be designated the home team unless it is a doubleheader. In this instance, the local team shall be home in one game and guest in the other. With a neutral site game, home team shall be determined by a coin flip. In all MAC tournament play, the home team will be decided by a coin toss. Baseball: In all youth pitch age groups, a pitcher who has pitched in a game may NOT return to the mound once removed from pitching position in the same game. Softball: In all age groups, a pitcher may re-enter into the pitching position at any point during the game after being removed from the rubber. If re-entry to the pitching position occurs during the same half inning, the pitcher will not be allowed warm up pitches. Metal spikes/cleats are allowed ONLY in the “14 and up age” divisions of baseball or softball. Players in All Age Groups where portable mounds are used MUST wear Tennis Shoes or Trainers . ( Non Metal Spikes) **You can find the State Athletic Manual (SAM) at www.grpa.org under Athletics pg. 90-103 for Baseball and pg. 112-121 for Softball** ---PAGE BREAK--- LEAGUE RULES 6u Coaches Pitch and 8u Coaches Pitch Division (Boys & Girls) • 6 innings - No new inning after 1 hour and 15 minutes, or team is mathematically eliminated • Mathematically eliminated = enough innings to score a maximum of 5 runs in remaining innings and at least tie • If game is tied with no time remaining, a game can end in a regulation tie • Tie Breaker Rule: - If there is still time remaining, 1 inning extra inning will be played. - Teams will start with 1 runner (last out from the previous inning) at 2nd base - If the game is still tied after 1 extra inning, the game shall end in a tie. • 5 runs or 3 outs per half inning whichever comes first • 5 pitches or 3 swings are allowed per batter • Batter fouls off the last pitch, they will continue to bat until: - they strike out - they put the ball in play - they look at the last pitch • If a batted ball unintentionally hits the coach pitching, it will be declared a dead ball foul ball. If the adult pitcher intentionally deflects the course of a batted ball, the ball shall become dead, the batter shall be declared out, and no runner(s) shall advance and they will be returned to their occupied base prior to the pitch • See Experimental Rules for 8u Boys baseball for overthrows • Field Set-Up: - Bases = 60 ft. - Pitching Rubber = 46 ft. - Pitching Circle = 5 ft. radius (10 ft. across) - Safety Line = 46 ft. mark between home/first & home/3rd • Courtesy runner: - Catcher only. Must be last batted out or sub. • Coaches: - First and third base for offense - 1 Coach for defense. Must be in outfield. - More coaches than allowed or in unauthorized location ▪ 1st offense = warning ▪ 2nd offense = will be restricted to the dugout for the remainder of the game ▪ 3rd offense = will be ejected • Defense: - Teams may play 10 players in the field. (Pitcher, Catcher, 4 Infielders, 4 Outfielders) - Outfielders must stay in the outfield grass until the ball is put in play. • • Defense must stop the advancement of the lead runner for time to be granted by the umpire. Or play be stopped. ( All of this is Umpire Judgment.) • The pitcher shall wear a mask for safety reasons • NO bunting allowed • NO stealing • Bats: - Boys = Must have the USA Bat hologram/screen print - Girls = Must have OFFICIAL SOFTBALL on the barrel ---PAGE BREAK--- 10u Boys Division • 6 innings. 5 runs per inning or 3 outs, whichever comes first. No new inning after 1 hour and 15 minutes, or team is mathematically eliminated. Mathematically eliminated: when a team can no longer win or tie the game by scoring 5 runs in each remaining inning. • Tie Breaker Rule: - 1 inning played even if time has expired. - Visiting team will start with a runner on 2nd base. (last out from the previous inning) - Home team shall do the same in the bottom of the inning - If the game is still tied after 1 extra inning, the game shall end in a tie. • Field Set-Up; - Bases: 60ft - Pitching Distance: 46ft • Dropped 3rd/ Infield Fly: - Dropped 3rd strike is NOT in effect in 10u. - Infield fly is in effect. • Courtesy Runner: - Pitcher and catcher only - Player that is not playing defense at that time • Stealing: - Runners may not leave a base until the ball crosses the plate. - If a runner leaves early, an immediate dead ball will be called. The runner is called out, and all other runners will return to the base occupied at the time of the pitch. The pitch will be declared a “No Pitch”. • Bunting: - Bunting is allowed, but a batter may NOT square to bunt, then draw back their bat and swing. An Immediate dead ball will be called and the batter will be called out. (contact or no contact) • Bats: - Must have the USA bat hologram/screen print. • Defense: - 9 players will be used in all MAC play. (pitcher, catcher, 4 infielders, 3 outfielders) ---PAGE BREAK--- 10u Softball Division • 6 innings. 5 runs per inning or 3 outs, whichever comes first. No new inning after 1 hour and 15 minutes, or team is mathematically eliminated. - Mathematically eliminated: when a team can no longer win or tie the game by scoring 5 runs in each remaining inning. • Tie Breaker Rule: - 1 inning played even if time has expired. - Visiting team will start with a runner on 2nd base. (last out from the previous inning) - Home team shall do the same in the bottom of the inning - If the game is still tied after 1 extra inning, the game shall end in a tie. • Field Set-Up: - Bases: 60ft - Pitching Distance: 35ft - Pitching Circle: 8ft (16ft diameter) • No Walk Rule: - After 4 balls, a coach or designated adult pitcher will deliver a maximum of 2 pitches. - A foul ball on the second pitch will be declared a no pitch and replayed until: ▪ The batter puts the ball in play ▪ Swings and misses ▪ Watches pitch go by - The inherited strike count remains in place for the duration of the at-bat. - The coach’s pitches may be called strikes even if the batter does not swing and the pitch passes through the strike zone. ▪ Example: Batter has a count of 4 balls and 2 strikes. The coach will enter and pitch a maximum of 2 pitches. If the first pitch is a called strike by the umpire or if the batter swings and misses, the batter will be declared out. If the first pitch is a “ball”, the coach will pitch the second pitch. If the batter does not swing at the second pitch, they will be declared out. - A fair batted ball that strikes an adult pitching coach will be declared a “dead ball All base runners will return to the base occupied at the time of the pitch. • Hit By Pitch; - A batter hit by a youth pitcher will be awarded first base. • Courtesy runner: - Pitcher and catcher only - Player not playing defense at that time • Stealing - Runners may leave a base when the pitcher releases the ball. ▪ If a runner leaves early, an immediate dead ball will be called, and the runner will be declared out. The pitch will be declared a “No Pitch”. ▪ Runners may NOT steal or bunt when a coach is pitching - The USA “Look Back Rule” will be used in all base running situations. • Defense: - Teams may play 10 players in the field. (Pitcher, Catcher, 4 Infielders, 4 Outfielders) - Outfielders must stay in the outfield grass until the ball is put in play. • Dropped 3rd/ Infield Fly: - Dropped 3rd is NOT in effect in 10u - Infield fly IS in effect. • Bats: - Must have the 2000, 2004 ASA stamp or the USA all games stamp on the barrel. • The No Walk Rule is eliminated in MAC Tournament play. Youth Pitchers will pitch for the duration of the game. ---PAGE BREAK--- 12u Boys Division • 6 innings. 5 runs per inning or 3 outs, whichever comes first. No new inning after 1 hour and 15 minutes, or team is mathematically eliminated. - Mathematically eliminated: When a team can no longer win or tie the game by scoring 5 runs in each remaining inning. • Tie Breaker Rule: - 1 inning played even if time has run out - Visiting team starts with 1 runner (last out from the previous inning) at 2nd base. - Home team will do the same in the bottom of the inning. - Game is stilled tied – the game shall end in a tie • Field Set-Up: - Bases: 70ft - Pitching Distance: 50ft • Stealing: - Baserunners may lead off and steal at any time during a live ball. • Dropped 3rd/Infield Fly: - Dropped 3rd and infield fly are in effect. • Bats: - Must have the USA bat hologram/screen print. 12u Girls Division • 6 innings. 5 runs per inning or 3 outs, whichever comes first. No new inning after 1 hour and 15 minutes, or team is mathematically eliminated - Mathematically eliminated: When a team can no longer win or tie the game by scoring 5 runs in each remaining inning. • Tie Breaker Rule: - 1 inning played even if time has run out - Visiting team starts with a runner (last out from the previous inning) at 2 nd base - Home team will do the same in the bottom of the inning. - Game is stilled tied – the game shall end in a tie. • Field Set-Up: - Bases = 60 ft. - Pitching Rubber = 40 ft. - Pitching Circle = 8 ft. radius (16 ft. across) • Stealing: - Runners may leave the base when the pitcher releases the ball. ▪ If runners leave early, an immediate dead ball will be called. No new inning after 1 hour and 30 minutes or team has been mathematically eliminated. - Mathematically Eliminated: When a team can no longer win or tie the game by scoring 5 runs in each remaining inning. • Tie Breaker Rule: - 1 inning played even if time has run out - Visiting team starts with a runner (last out from the previous inning) at 2 nd base. - Home team will do the same in the bottom of the inning. - Game is stilled tied – the game shall end in a tie. • 14u: Field Set-Up: - Bases: 80 ft. - Pitching Rubber: 54 ft. • 17u: Field Set-Up: - Bases = 90 ft. - Pitching Rubber = 60 ft. 6 in. • Bats: - BBCOR -3 or any -5 bat • Pitching: - Pitchers may pitch 75 pitches in a single game and or day. (Exception: Pitchers may finish the batter and go over 75 pitches.) • Equipment: - Metal spikes/cleats are allowed, but CAN NOT be worn on turf/portable mounds. 14u Girls Division • 7 innings. 5 runs per inning. No new inning after 1 hour and 20 minutes, or team is mathematically eliminated. - Mathematically eliminated: When a team can no longer win or tie the game by scoring 5 runs in each remaining inning. • Tie Breaker Rule: - 1 inning played even if time has run out - Visiting team starts with a runner (last out from the previous inning) at 2 nd base. - Home team will do the same in the bottom of the inning. - Game is stilled tied – the game shall end in a tie, • Field Set-Up: - Bases = 60 ft. - Pitching Rubber = 43 ft. - Pitching Circle = 8 ft. radius (16 ft. across) • Bats: - Must have 2000,2004 ASA stamp and or USA all games stamp on the barrel • Base running: - The USA “Look Back Rule” will be used In all base running situations. ---PAGE BREAK--- Tee Ball - No score will be kept - Safe-Tee ball: o Girls = Safe Soft 11” softball o Boys = Regulation Tee Ball - 2 full innings or a drop-dead time of 1 hour - Field Set-Up: o 20 ft. line from home plate will be drawn from foul line to foul line o Pitching line will be drawn from the 20-foot arc to the front of the 10-foot circle o Coach may pitch from any distance along this line o Bases = 50 ft. - Pitcher must remain in the pitching circle (35 ft.) until the ball has been put into play - Player comes into the 20 ft. arch and picks up a ball that, in the umpire’s judgment would have made it across the line, the batter will be awarded first base - Player who is called out must return to the dug-out o May not stay on the base and continue to run - All overthrows to any infielder that cannot be retrieved by a step and reach will become a dead ball. All runners will be awarded only 1 base beyond the last legally acquired base at the time of the throw. - Defense: o One fielder on 1st, 2nd, 3rd, SS, catcher, and pitcher positions o All others = outfield grass o Catcher = located at backstop and must wear a helmet and face shield. NO EXCEPTIONS! o Coaches: ▪ One in the outfield to direct the players, not assist them - Offense: o Each player will bat every inning o 3 pitches thrown first by the coach, then 2 swings off the tee o Batters and base runners = required to wear a helmet o Coaches: ▪ First and third base ▪ No second base coach ▪ Do not touch runners while the ball is in play ▪ May also have a coach at the plate to help with the batter - More coaches than allowed or in unauthorized location o 1st offense = warning o 2nd offense = will be restricted to the dugout for the remainder of the game o 3rd offense = will be ejected - Players who arrive after the game has begun = added to the bottom of the line-up - Two unexcused absences from practice may result in the suspension of one game o Park will decide if the absence is excused or not - All players, coaches, parents, and spectators should be familiar with the Park Rules, Playing Rules, Zero Tolerance Policy, and Parent Code of Ethics for all sports and activities in which they participate - Violations of any rules, policies, or code of ethics could result in ejection, fine, suspension, or any combination of the three ---PAGE BREAK--- Experimental Rules • Dawson 8u Baseball Only o All overthrows by an infielder to an infielder or at 1st base that cannot be retrieved by a step and a reach, shall become a dead ball and the batter runner shall be awarded 2 bases from the time of the pitch. All other runners will advance only if forced to advance. ▪ This means that only plays at 1st base will be considered overthrows. ▪ In the event of an overthrow (dead ball), any other runners on base will return to the base last touched unless they are forced to advance by the batter runner. ---PAGE BREAK--- Dawson County Parks & Recreation Zero Tolerance & Conduct Policy ~By Resolution of the Dawson County Parks and Recreation Board we hereby adopt the following policies, effective February 6th, 2023~ Georgia Recreation and Parks Association Sportsmanship and Conduct Policy: Positive cheering by players, coaches and spectators is encouraged. Any negative cheering/yelling may result in a warning or removal from the site, whether it is for or against your team. In addition, negative comments to or about officials/referees may also result in a warning or ejection. Any coach or spectator ejected from a park event will receive a 2-game suspension and a $100.00 fine. This penalty must be served before returning to a park sponsored event. Players ejected will receive a 1 game suspension. With exception of adult sports, who will serve a 2-game suspension and pay a $100.00 fine. Dawson County Parks and Recreation ZERO TOLERANCE POLICY: ~This policy is implemented for the purpose of upholding a safe, healthy and enjoyable recreation environment for all the citizens of Dawson County, our visitors and most of all, our youth. ~ Coaches, parents or any spectator ejected from a park sponsored event will be placed on probation for one year and receive a 2-game suspension and a $100.00 fine. Depending on the severity of the ejection, coaches, parents or spectators may be banned from participating in park activities for a period of time to be determined by the recreation board of Dawson County. Players ejected from a park sponsored event will receive a 1 game suspension. Depending on the severity of the ejection, players may be banned from participating in park activities for a period of time to be determined by the recreation board of Dawson County. Anyone guilty of making gestures, using profanity or threats towards players, coaches, spectators, officials, staff or any visitor will receive a 2-game suspension and a $100.00 fine. Players at fault will receive a 1 game suspension. Anyone guilty of fighting, pushing, striking or other negative physical contact, while on park property, will be ejected from the premises. Physical altercations will result in a suspension for the remainder of the season as well as a $100.00 fine. In addition, depending on the severity of the incident, persons involved may receive additional suspensions, probation, fines and penalties upon review by the recreation board. Any behavior by a coach, spectator or visitor which serves to incite others to become disorderly will constitute a 2-game suspension and a $100.00 fine. Players at fault will receive a 1 game suspension. Absolutely no use of drugs or alcohol will be tolerated while on park property. Use of tobacco products is restricted to designated smoking areas and will not be allowed in dugouts, playing areas or bleachers. Violations of the above policy will be handled in accordance with penalties set forth. However, Dawson County Parks and Recreation and the Dawson County Recreation Board reserve the right to impose penalties greater than those outlined if a situation dictates, based on severity. We further reserve the right to suspend coaching, player and spectator privileges where appropriate. Zero tolerance will apply to out of county games as well. Appeals may be filed, in writing, with Dawson County Parks athletic or administrative staff.
