LIEUTENANT – FIRE PREVENTION DAWSON COUNTY EMERGENCY SERVICES Full-Time/Hourly/Non-Exempt JOB SUMMARY Perform a variety of administrative and technical work/specialized functions associated with fire prevention, including inspections, education, and investigations associated with protecting life and property. ESSENTIAL DUTIES  Manages, coordinates, and/or performs, either personally or through subordinate supervisors, daily activities of personnel engaged in fire inspections, fire safety education, and fire investigations, and assigned administrative tasks; delegate’s assignments to and placement of personnel on assigned shift through coordination with the Battalion Chief or their designee.  Instructs, directs, and mentors department personnel regarding proper procedures, protocol, SOG’s, methods on community outreach programs, fire safety education, fire inspections, pre-plans, risk assessments, and other fire safety tasks.  Enforces all applicable codes, ordinances and laws and regulations of the state and county in order to protect life and property; complies with all rules, orders, and instructions issued by superior officer.  Coordinate, instruct, and conduct appropriate fire inspections of all existing, new construction, and high target hazard sites to ensure adopted codes and standards, state laws, and local ordinances are followed.  Investigates code violations such as building over occupancy, burning violations, and improper storage of hazardous materials.  Performs routine surveys of water systems for fire protection and proper orientation of sprinkler systems in public and private buildings.  Assist Chief Officers with maintenance of pre-plan files and risk assessments.  Assist the Fire Marshal in maintaining hazardous chemical information for the department in regards to S.A.R.A. Title III.  Plans, conducts, and assists in public safety education and community outreach activities directly or through delegation to community outreach specialist. Presents and speaks to various community groups and stake holders on fire and life safety community outreach programs.  Instructs fire department personnel on ordinances, codes, and laws; inspection techniques; fire and life safety education material and delivery techniques; preservation of evidence; investigations; and fire safety standards.  Assist the Fire Marshal in investigation of fire scenes to determine origin and cause. Work with law enforcement, state fire marshal, or other agencies for fires that are suspicious in nature. Assist in the collection of evidence, questioning of witnesses and suspects as assigned by lead agency. Complete reports and submit to agencies as assigned.  Provide expert testimony in court if needed. DAWSON COUNTY GOVERNMENT 25 Justice Way, Suite 2233 Dawsonville, GA 30534 (706) 344-3501 ---PAGE BREAK--- 2  May be assigned as Incident Safety Officer for incidents and in addition identifies dangerous building conditions, electrical emergencies, hazardous materials, and ancillary health hazards; coordinates with the Incident Commander to determine the needed action based on these conditions; ensures appropriate precautions and procedures are followed.  Completes, prepares, and maintains a variety of forms, logs, requests, and reports related to inspections, education, and inspection activities as approved by the department; complies statistics on fire losses and deaths.  Assist the Fire Marshal in submitting budget request for fire prevention materials and equipment.  Establishes and maintains positive public relations; attends community events as assigned; works in conjunction with the Community Risk Reduction Specialist to coordinate efforts for Fire Safety month activities; responds to questions and requests for information; investigates complaints against subordinates and makes disciplinary recommendations.  Wears department provided uniform daily.  Performs other related duties and tasks as assigned and required.  Assist Fire Marshal in plan review of new developments and buildings.  Coordinate with engineers and architects to ensure all construction projects are built in accordance with all local and state fire and building codes. This will be accomplished through fire education, community outreach, inspections, enforcement, and fire risk assessments. Physical Ability: Principal duties of this class are performed in a work environment in which the employee is subject to potential personal danger and require the following essential physical abilities:  Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects;  Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium;  Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized;  Crawling: Moving about on hands and knees or hands and feet;  Crouching: Bending the body downward and forward by bending leg and spine;  Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips;  Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling;  Grasping: Applying pressure to an object with the fingers and palm;  Handling: Picking, holding, or otherwise working, primarily with the whole hand;  Hearing: Ability to receive detailed information through oral communication, and to make the discrimination in sound;  Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to- position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles;  Mental Acuity: Ability to make rational decisions through sound logic and deductive processes;  Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion;  Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward;  Reaching: Extending hand(s) and arm(s) in any direction;  Stooping: Bending body downward and forward bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles;  Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly;  Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading; Including color, depth perception, and field vision; To determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures; and have visual acuity to operate motor vehicles and/or heavy equipment;  Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. ---PAGE BREAK--- 4 Environmental Factors: Essential functions are regularly performed with exposure to adverse environmental conditions including inclement weather. Duties may involve exposure to substances (chemicals and gases) requiring special precautions including use of protective clothing and protective devices such as SCBA (Self-contained Breathing Apparatus.) The work environment routinely involves imminent danger from conditions or events which cannot be fully anticipated or protected against, and which exposes the incumbent to life threatening situations. SUPERVISORY AND MANAGEMENT RESPONSIBILITY The employee works under the general and technical supervision of the Division Chief Fire Marshal; reports to Fire Department Chain of Command including but not limited to Fire Lieutenant, Fire Captain, Battalion Chief, and Chief Staff. MINIMUM QUALIFICATIONS / CERTIFICATIONS  High School Diploma or G.E.D. or GED; supplemented by college level course work or vocational training or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Associates Degree in a related field preferred.  Five years continuous service including experience in fire suppression, inspections, education, and investigations  Valid Driver’s License and a satisfactory Motor Vehicle Record (MVR), along with the ability to obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated  Georgia State Certified Firefighter, Georgia State Certified Fire Inspector I, GA State Certified Fire/Arson Investigator. Pro-board and IFSAC accepted with reciprocity requirements from state. Georgia State Certified Fire and Life Safety Educator l to be obtained within 18 months. Plans Review and Life Safety certifications desirable.  NIMS IC 100, 200, 700 and 800  Incident Safety Officer (desirable)  Knowledge of Building Construction  Computer Skills/Software applications such as Microsoft Office, Word, Excel, Power Point, and ESO  Construction and industrial building inspections experience (desirable).  Applicant must possess a valid Georgia driver license and maintain a satisfactory Motor Vehicle Record (MVR).  Applicant must be able to pass a background check and drug screening.
