OCCUPATIONAL LICENSING ADMINISTRATOR DAWSON COUNTY COMMUNITY DEVELOPMENT Full-Time/Hourly/Non-Exempt JOB SUMMARY The Occupational Licensing Administrator serves as the primary contact for business licenses; review, communication with the public, issuing licensing, and renewal of licenses. Provides technical information and assistance to the public, professionals, elected and appointed officials. Provides customer service to business owners, developers, contractors, surveyors, attorneys and others in person, over the telephone, and via the internet. A person in this position is assigned to perform duties in the Occupational Tax Certificate (OTC) / Business Licensing service category. ESSENTIAL DUTIES Learn, explain, and enforce: p o l i c i e s , procedures, and f u n c t i o n s of the Business Licensing (OTC) section. Advises the general p u b l i c r e g a r d i n g the business license p r o c e s s ; c ommunicates with and assists the public in submittal requirements. Reviews business license (OTC) a p p l i c a t i o n s to ensure c o m p l e t e n e s s and accuracy. Issues business licenses (OTC) as well as license renewals. Issues special event permits after having first coordinated the review with public safety and related agencies as well as alcohol licensing staff. Understand and utilizes the Dawson County Land Use Code; responds to questions about County ordinances and policies. Provides i n f o r m a t i o n to the p u b l i c r e g a r d i n g applications, e i t h e r by telephone, email or in p e r s o n . Assists the Planning Manager with special p r o j e c t s and analyses as requested. Calculates fees, accepts and receives payments owed to the County. Retrieves, inputs, and monitors data and history by accessing numerous databases. Receives and reviews digital and paper documents; prepares and scans documents for public access; prepares r e p o r t s as needed. Interpret and enforce occupational revenue/license ordinances. Attend Georgia Association of Business Tax Officials (GABTO) training and other continuing education classes, as applicable. Must obtain an understanding of the county’s zoning code related to uses – issuance of business license must be based on allowed zoning uses. Ensure the county maintains compliance with the Georgia Immigration Reform Act and/or SAVE. Ensure the county maintains accurate reporting of newly issued business licenses with the Georgia Tax Center (GTC – B.O.T.S.S.) Coordinates intake, review, and issuance of county special event permits with department representatives including the Sheriff’s office, Emergency Services, and State Environmental Health. Researches records to determine compliance with licensing regulations; or to resolve disputes with business owners. Identify unlicensed businesses, follow up with proper notification, and assist in bringing them into compliance. Prepares routine correspondence to customers concerning their business licensing. Works in partnership with the Georgia Department of Revenue License Compliance and the Georgia Secretary of State’s Office Works cooperatively with the Fire Marshal’s staff, building inspections staff, and other personnel as applicable to ensure that required inspections are completed prior to issuance of business license. Learn and explain occupational tax and regulatory codes. Read County maps and understand zoning identification. Comprehend and make inferences from written material and verbal and/or written instructions; proficiently use electronic communication and have good comprehension, summarizing and writing/editing skills. Provide thoughtful and thorough analysis. Handle multiple projects simultaneously and use good judgment in prioritizing work assignments. Input and maintain data in licensing software. Researches history of properties for past users, zoning history, easements and recorded documents. Serve as back-up to front counter staff on an as-needed basis and serves in a professional and polite customer service capacity. Maintain courteous, effective communication even under stressful circumstances. Performs other related duties as assigned. KNOWLEDGE/ SKILLS / ABILITY KNOWLEDGE OF: Licensing and permitting practices. Microsoft Office products and other relevant technologies. SKILLED IN: Proficiently performing computerized word processing, comprehension, summarizing, and writing/editing. Establishing and maintaining effective working relationships with County staff and the general public. Operating standard office equipment including, but not limited to, a computer terminal, telephone, calculator, and copier. Critical thinking, conducting data research, and data interpretation. ABILITY TO: Make mathematical calculations and draw logical conclusions. Calculate fees owed to the County. Read County maps and understand zoning identification. Interpret occupational revenue/license ordinances. Communicate effectively and courteously with the public, both verbally and in writing. Tactfully deal with upset customers, including those that may have limited or no knowledge of the building industry, business licensing sector, zoning enforcement and its requirements. Support other staff members and, as a team player, assist other personnel as needed. Effectively work independently and as part of a team. ---PAGE BREAK--- COMPLEXITY The work consists of related technical and organizational duties. The number of state and local guidelines to be followed contributes to the complexity of the work. Guidelines include the county ordinances, department policies and procedures, building and construction codes, zoning regulations, land use law, and relevant state and federal laws. These guidelines are generally clear and specific, but may require some interpretation in application. CONTACTS Contacts are typically co-workers, other county employees, local business owners and operators, and the general public. Contacts are typically to give or exchange information, resolve problems, and provide services. ADA MINIMUM REQUIREMENTS Scope of Performance: The purpose of this position is to review new permit and business license applications and issue/renew permits and business licenses; and work with code compliance staff on enforcement for delinquent/expired business license holders. Successful performance contributes to the efficient operation of the department. Physical Ability: T h e w o r k i s t y p i c a l l y p e r f o r m e d w h i l e s i t t i n g , s t a n d i n g , walking, bending, crouching, or stooping. The employee must occasionally lift light and heavy objects, up to 5 pounds regularly and up to 25 pounds occasionally. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Clear hearing and speech are required. Environmental Factors: The work is typically performed in office settings. Fast paced, requiring flexibility in handling a variety of functions simultaneously. SUPERVISORY AND MANAGEMENT RESPONSIBILITY This job classification is non-supervisory. The Occupational Licensing Administrator works independently with general direction from the Planning Manager. Completed work is evaluated through performance results. MINIMUM QUALIFICATIONS / CERTIFICATIONS Applicant must possess a high school diploma or GED equivalent. Associate’s degree in a related field of work is preferred. Plus, a minimum of two years’ experience in permitting or licensing processes or two years’ experience in technical and/or customer support in construction, architecture, engineering or planning, including a high volume of public contact; or any equivalent combination of education and experience which provides a sufficient level of understanding of the essential duties of the position. Must be an organized, efficient person who can effectively manage work independently while coordinating with customers and fellow staff to ensure that all business licensing operations are handled appropriately. Experience in a municipal or government setting preferred. Applicant must possess a valid Georgia driver license and maintain a satisfactory Motor Vehicle Record (MVR).
