ACCOUNTANT –EMS BILLING AND ACCOUNTING DAWSON COUNTY FINANCE Part-time/Hourly/Non-Exempt JOB SUMMARY This position is responsible for performing general accounting functions including reconciliation, account analysis, financial reporting, and assisting with other accounting duties for the County. ESSENTIAL DUTIES  Responsible for accounting for EMS billing and expenditures including: o Monitoring budget and account activity. o Recording receivables and receipting of EMS funds. o Gathering documentation for EMS claims. o Assisting with audit responsibilities.  Reconcile general ledger accounts related to EMS, and others as assigned.  Performs the accounting functions for EMS billing, working closely with the contracted billing vendor and the collections agency.  Assist with audit related issues and projects to resolve and prevent findings.  Communicate with co-workers, citizens, management and others in a courteous and professional manner.  Assist Accounting and Budget Manager with: o Annual budget process as needed including forecasting, monitoring and budget maintenance in accounting system. o Annual financial reporting (i.e. developing ACFR statistical section related to EMS billing and reconciling to general ledger). o External annual audit. o Records retention.  Perform other accounting duties as assigned. KNOWLEDGE / SKILLS / ABILITY KNOWLEDGE OF:  Bookkeeping and basic accounting practices, preferably governmental generally accepted accounting principles.  Governmental Accounting Standards Board (GASB) statements as pertains to local governments.  County ordinances, codes, policies, and procedures.  State and federal laws governing county government operations.  Reporting and publishing practices. SKILLED IN:  Performing analysis and mathematical calculation on computer (Excel).  Oral and written communication.  Operating office equipment as a computer, calculator, copier, etc. ABILITY TO:  Organize and manage multiple priorities.  Work independently on assigned tasks as well as to accept direction on given assignments. COMPLEXITY The work consists of understanding accounting guidelines, interpreting laws, ordinances and regulations for the County as well as multiple departments and external auditors. Guidelines include relevant state and federal laws and county ordinances, generally accepted accounting principles, policies, GASB statements, contracts and agreements. Maintain confidentiality and HIPPA laws. CONTACTS Contacts are typically with departmental employees, citizens, auditors, and co-workers. Contacts are typically to give or exchange information, resolve problems, achieve compliance, ensure accuracy, and provide services. ADA MINIMUM REQUIREMENTS Scope of Performance: The purpose of this position is to perform financial analysis accounting, reconciliations and reporting functions, as well as to assist with cash management. Successful performance ensures accuracy of county financial transactions, asset safety, and financial reporting as well as expeditious services to citizens. Physical Ability: The work is typically performed while sitting at a desk or table other than records retention tasks. The employee must use equipment requiring a high degree of dexterity. Environmental Factors: The work is typically performed in an office. ---PAGE BREAK--- 3 SUPERVISORY AND MANAGEMENT RESPONSIBILITY The Chief Financial Officer and Accounting Manager assigns work in terms of general instructions. Completed work is reviewed for compliance with procedures and accuracy. This position has no supervisory or management responsibility. MINIMUM QUALIFICATIONS  Education: Bachelor’s Degree in Accounting, Finance, Business Administration or related field from an accredited college or university.  Experience and knowledge of finance, financial systems, budgeting, financial outlooks, business controls, and audit interface including basic accounting practices, preferably governmental generally accepted accounting principles;  Possess a valid Georgia driver license and maintain a satisfactory Motor Vehicle Record (MVR).  Applicant must be able to pass a background check and drug screening.
