Voting Session Minutes - January 15, 2015 DAWSON COUNTY BOARD OF COMMISSIONERS VOTING SESSION MINUTES – JANUARY 15, 2015 DAWSON COUNTY GOVERNMENT CENTER ASSEMBLY ROOM 25 JUSTICE WAY, DAWSONVILLE 6:00PM ROLL CALL: Those present were Chairman Berg; Commissioner Fausett, District 1; Commissioner Swafford, District 2; Commissioner Hamby, District 3; Commissioner Nix, District 4; County Manager Campbell; County Attorney Homans; County Clerk Yarbrough and interested citizens of Dawson County. OPENING PRESENTATION: Clark MacAllister – Extension Office Coordinator/Agriculture Agent INVOCATION: Chairman Berg PLEDGE OF ALLEGIANCE: Chairman Berg ANNOUNCEMENTS: Chairman Berg announced that a fund had been set up at United Community Bank for anyone wanting to assist Sheriff’s Carlisle family, due to the recent tragedy they experienced. APPROVAL OF MINUTES: Motion passed 3-0 to approve the minutes from the Voting Session held on December 18, 2014. Swafford/Hamby- Commissioner Fausett abstained. APPROVAL OF THE AGENDA: Motion passed unanimously to approve the agenda as written. Nix/Fausett PUBLIC COMMENT: ---PAGE BREAK--- None ALCOHOL LICENSE HEARING: None ZONING ZA 14-09 – Wyman Walden has made a request to rezone 2.98 acres from (Residential Sub- Rural Manufactured or Moved) to C-HB (Commercial Highway Business). The property is located at TMP 113-019. Planning and Development Director David McKee explained that the Planning Commission had approved this case with stipulations and that the proposed use was for a retail hardware store. He also stated that this property was part of the 400 overlay, but would not be visible from GA 400. Applicant Wyman Walden stated that the site was well-suited for the True Value Hardware store he planned to construct, and that he understood the stipulations and was willing to comply. Chairman Berg announced that if anyone had contributed more than $250 to the campaign for public office and wished to speak they will have to fill out a form which will be made available to them. Under normal program, ten minutes will be given to those who wish to speak in favor of or opposition to with some redirect, time permitting. Chairman Berg asked if anyone wished to speak in favor or opposition of the application, and hearing none, closed the hearing. Motion passed unanimously to approve ZA 14-09 with the following stipulations: • Site plan must meet applicable parking and landscape requirements. • Access to the site needs to be adequate. If accessed from Highway 53, a GDOT permit will need to be obtained. Reappointment of County Manager Motion passed 3-1 to reappoint Cindy Campbell as Dawson County Manager for 2015. Hamby/Fausett- Commissioner Nix voted against the motion. OPENING PRESENTATION: Frank Riley – Chestatee/Chattahoochee RC & D Council INVOCATION: Chairman Berg PLEDGE OF ALLEGIANCE: Chairman Berg ANNOUNCEMENTS: Chairman Berg announced that traffic would be delayed on GA 400 Saturday from 7:00 a.m. to 12:00 p.m. due to continuous flow intersection photography and site evaluation. Chairman Berg also announced that there is a lot of debate and miscommunication occurring regarding Transportation Funding Bill HB 170. This bill involves how excise and fuel taxes are collected and there is discussion on how it would impact the county. Chairman Berg said he would recommend waiting until the bill goes to the senate before the Board of Commissioners decides upon what action to take, in terms of a possible referendum. Chairman Berg also announced that over a 12 hour time span from 6:00 p.m. to 6:00 a.m. on February 16th, 911 had received 789 calls for service with 420 of those being weather-related. During a normal night the center would usually handle 80 to 100 calls for service. Chairman Berg also announced that 11 people had signed up for the warming station down at Rock Creek Park, with 4 of those individuals staying the entire night and 7 coming in just to take showers. County Attorney Homans announced that the Dawson County High School Varsity Girls Basketball Team was in the process of progressing through play-off games.
