BUILDING PERMIT Requirements DALLAS COUNTY OFFICE of PLANNING and DEVELOPMENT 907 Court Street I Adel, IA 50003 I [PHONE REDACTED] I [EMAIL REDACTED] A Building Permit is required for any structure constructed or placed on any land in unincorporated Dallas County – including mobile or manufactured homes and additions or alterations of existing buildings. Building Permits are available through Dallas County Planning & Development and will be issued within ten (10) business days of the receipt of the necessary materials. As part of the Building Permit process, Dallas County G.I.S. issues E-911 addresses. The following list represents the information required to process the building permit. Requirements for a Building Permit: 1. Septic Permit or Sanitarian Approval: A septic permit from Dallas County Environmental Health ([PHONE REDACTED]) is required before Building Permit issuance on a structure that will have sanitary facilities or connection to an existing system. 2. Access Permit: An Enterance Permit from Dallas County Secondary Roads ([PHONE REDACTED]) is required for all new entrences to county roads as well as for modifications and/or improvements to existing entrences. If a driveway/access already exists an entrence permit may still be required. Permits must be issued to the current property owner in order to be valid. If accessing a state road, contact the Iowa Department of Transportation Office in Atlantic ([PHONE REDACTED]). If accessing a private street, approval may be required from whoever controls the street (Owner, Developer, Homeowners Association, etc.). 3. Site Plan: A detailed, to-scale site plan is required for all permits and must depict all property lines, the location of the proposed structure and the setback distances to all property lines or right-of-way lines (but not center of road or edge of road). To assign an E911 address you must identify the location of the proposed driveway on your site plan as well as marking the driveway entrance at the site. Site plans must indicate the scale used. For your convenience, scaled aerial photo maps of your property are available. If property lines or right-of-way lines are not easily identifyable, or if a proposed building is close to the minimum setback, the Director may require an as-built site plan certified by a Professional Enginer or Surveyor. 4. Building Plans: A complete set of construction plans is required for all permits. Plans must include floor plans, foundation, footings, cross sections, truss plans, elevations, framing details, roofing details, electrical, plumbing and mechanical details, as well as interior finishing plans. Plans must be clear, detailed, to-scale and specific to the proposed structure. Plans are a condition of the permit and any variation from the approved plans requires resubmittal and approval of new plans. All post frame buildings require complete engineered plans stamped by a Professional Engineer licensed in Iowa. 5. Egress Window Specs: Egress windows are required in each sleeping room regardless of the level; therefore, we require documentation from the window manufacturer that states that the windows selected meet egress requirements. Window specs showing only rough opening sizes are not accepted. 6. Completed Application and Permit Fee: You must complete the appropriate Building Permit Application form. After receiving the application, Planning and Development staff will review it and calculate the fee using the estimated construction value as determined by standardized construction costs. Fee payment is required prior to Building Permit issuance. 7. Sub-Permits: All Electrical, Plumbing, and Mechanical Sub-Permits must be issued to the sub-contractors prior to Building Permit issuance. Notice Additional materials may be needed if required by the Director of Planning and Development. Construction needs to commence within six months and completed within 12 months of permit issuance. If you cannot meet this timeline, please contact the Department of Planning and Development and request an extension before your permit expires. The value is based upon the square footage construction costs derived from data collected by the International Building Code Council (national average construction costs, adjusted for the State of Iowa) and finding that value on the table below. The minimum fee for a Building Permit is $80.00. Electrical, Plumbing and Mechanical Permits are each a flat fee of $80.00. Payments may be made by check to the order of Dallas County Planning & Development, cash for the exact amount, or by credit/debit card (online only, service fees apply.) It is the responsibility of the contractor and/or property owner to alert the building official when they are ready for these required inspections and to allow a reasonable period of time for the official to respond. A reasonable period of time, in most instances, would be at least one day advanced notice. Regular Inspections are Required at the Following Times: 1. Footing: Before the footings are poured or placed, or after holes are dug for post frame buildings, or after holes are dug for pier footings before any concrete is poured. For post frame buildings all footing pads and uplift protection must be in-pace at time of inspection. 2. Foundation: Before the foundation walls are poured or placed. 3. Under-Slab: Before any concrete floor is poured if there is under-slab plumbing, electrical or mechaicals. All under-slab plumbing, electrical or mechanical must be visible. 4. Rough-In: When rough framing is complete and the electrical, plumbing and mechanical are roughed in and before insulation is placed. Plumbing vent and waste will need to be under preasure. 5. Final: When the project is completed and prior to occupancy or use of the structure. Should this routine not be followed and work covered up prior to inspection and approval, the building official may require construction removed so the required inspection may be made By following these guidelines, the proper inspections can be assured in a timely manner with no, or minimal, disruption of the work completed. Notice If additional inspections are required additional fees may be required. If additional inspections are required due to incomplete or unsatisfactory work an additional re-inspection fee may be required before the re-inspection can be performed. Use of the structure is prohibited until the final inspection and issuance of the “Certificate of Occupancy”.
