DALLAS COUNTY CHAPTER 3 TITLE 1 – POLICY AND ADMINISTRATION CHAPTER 3 AN ORDINANCE ESTABLISHING THE COUNTY SUPERVISOR DISTRICTS AND ELECTION PRECINCTS. 3.01 PURPOSE 3.01A AMENDMENT 3.02 LEGAL DESCRIPTION OF DISTRICTS 3.03 LEGAL DESCRIPTION OF PRECINCTS 3.04 AGREEMENTS 3.05 REPEALER 3.06 SEVERABILITY 3.07 EFFECTIVE DATE 3.01 PURPOSE. The purpose of this ordinance is to establish County Supervisor Districts and Election Precincts in accordance with Iowa Code Sections 49.7 and 331.210A. 3.01A AMENDMENT. The purpose of these amendments to this ordinance is to establish County Supervisor Districts following the general election in November 2024, in which voters approved increasing the Dallas County Board from three members to five members in accordance with Iowa Code Section 331.210A. 3.02 LEGAL DESCRIPTION OF DISTRICTS: District #1-Population 21,578 shall encompass the following: City of West Des Moines, except the portion of the City of West Des Moines lying south of Rockwood Ln/Coachlight Dr, west of S 88th St, and north of Raccoon River Dr (also known as F90), and including the portion of Boone Township lying south of the City of West Des Moines District #2-Population 21,475 shall encompass the following: Dallas Township, City of Dawson, Spring Valley Township, City of Perry, Beaver Township, City of Bouton, Des Moines Township, City of Woodward, Lincoln Township, Washington Township, Sugar Grove Township, City of Minburn, City of Dallas Center, Colfax Township, City of Adel and Adel Township except the City of Waukee. District #3-Population 21,483 shall encompass the following: Linn Township, City of Linden, Union Township, City of Redfield, City of Dexter, Adams Township, City of De Soto, unincorporated Van Meter Township, City of Van Meter, the City of Waukee lying south and west of a line beginning at the intersection of Hickman Rd and Richland Pl, thence east on W Hickman Rd to NW 10th St, thence south on 10th St to Ashworth Dr, thence south and east ---PAGE BREAK--- on Ashworth Dr to 8th St. Thence south on 8th St to Northview Dr. Thence east on Northview Dr to Warrior Ln. Also including that portion of unincorporated Walnut Township east of N Warrior Ln and west of the city of Clive’s corporate limits. District 5 Population 21,678 shall encompass the following: Grant Township, City of Granger, City of Grimes, unincorporated Walnut Township, City of Urbandale, and City of Clive except that portion not contiguous to the rest of the City of Clive lying north of University Ave, S of SE Belfry Dr, and east of SE Brentwood. 3.03 LEGAL DESCRIPTION OF PRECINCTS: All voting precincts for the cities of Adel, Clive, Grimes, Perry, Urbandale, Waukee, and West Des Moines shall be established by ordinance by their respective City Councils. Total: 3.04 AGREEMENTS: Dallas County has entered into Memorandums of Agreement with the cities of Adel, Grimes, Waukee, and West Des Moines whereby residents of unincorporated areas and residents of a city share a precinct. The boundaries of the combined precincts for the cities of Adel, Grimes, Waukee, and West Des Moines shall be established by ordinance by their respective City Councils.
