LOS is used to analyze roadways and intersections by categorizing traffic flow and assigning quality levels of traffic based on performance measure like vehicle speed, density and congestion. • LOS standards range from or essentially free flowing traffic to or forced or breakdown flow. • The LOS that currently exists on Route 60 is either a (reasonably free flow) or a (stable flow, at or near free flow) depending on the time of day. • Following the development of the landfill, the “level of service” will continue to fall within the or range. The annual host fees that are collected will likely result in a 10% to 20% local revenue increase for Cumberland County, providing the county with long-term financial stability and the ability to invest the money as they deem necessary.
