PLANNING AND ZONING ADMINISTRATOR GENERAL DEFINITION OF WORK: FLSA Status: Exempt Performs difficult professional work related to planning and development and administration and enforcement of the County’s Zoning Ordinances; does related work as required. Work is performed under the general supervision of the County Administrator. Supervision is exercised over subordinate personnel. ESSENTIAL FUNCTIONS/TYPICAL TASKS: Enforcing the County’s Zoning Code; analyzing zoning and subdivision requests; reviewing site plans, and presenting recommendations to the Board of Supervisors. (These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)  Responds to public inquiries pertaining to zoning and subdivisions regulations.  Analyzes requests for subdivision and/or zoning approval; reviews site plans; conducts site visits and inspections as needed; and prepares reports and recommendations; approves site plans for compliance with the County’s Zoning Code and Subdivision Ordinances.  Develops plans, ordinances, amendments, studies, and strategies in response to existing or anticipated needs as directed or apparent.  Presents information, responds to questions, and makes recommendations to the Board of Supervisors, community organizations and the public.  Compiles data, ordinance provision and code requirements; prepares staff reports for rezoning requests, conditional use permits, etc.  Reviews and analyzes development designs and site plans; negotiates changes with the applicants.  Investigates zoning violations and complaints; issues violation letters as appropriate and works with the Commonwealth Attorney on cases involving court action.  Provides floodplain and property designation information for assessment purposes; provides approval of floodplain information for insurance purposes.  Trains office assistant personnel.  Performs related tasks as required. KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of municipal ordinances governing zoning and related codes; thorough knowledge of planning practices and procedures; general knowledge of routine legal procedures as related to the enforcement of laws and ordinances; ability to review architectural drawings and site plans; ability to enforce ordinances and regulations with firmness, tact and impartiality; strong written and oral communication skills; ability to establish and maintain effective working relationships with property owners, building contractors, attorneys, engineers, County officials, associates and the general public. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from an accredited college or university, with major course work in planning or related field; and some experience in municipal planning and zoning. PHYSICAL REQUIREMENTS: This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. SPECIAL REQUIREMENTS: Possession of an appropriate driver’s license valid in the Commonwealth of Virginia.
