CORTLAND COUNTY HIGHWAY DEPARTMENT AND LANDFILL SPECIFICATIONS AND BID SHEET 2017 CORTLAND COUNTY METAL OBJECT REMOVAL GENERAL: The Cortland County Legislature may enter into a one year agreement with a responsible bidder for the removal of metal objects on behalf of the County of Cortland. Formal requests for clarification of this Bid or questions regarding the terms of this Bid are to be directed in writing to Philip T. Krey, P.E., Superintendent of Highways, Highway Department, 60 Central Avenue, Cortland, New York 13045, or by email at [EMAIL REDACTED] . EQUIPMENT TO BE PROVIDED: The contractor shall provide a 30, 40 or 80 cubic yard container at all times during the term of this contract at the Cortland County Landfill located at 4708 Town Line Road, McGraw, NY 13101 and at the Cortland County Highway Department located at 4267 Traction Drive, Cortland, NY 13045. Any materials delivered to the site and placed into the containers by the County during the term of this contract shall be removed by the Contractor. The Contractor shall weigh each load of material removed from the Cortland County Landfill at the Cortland County Landfill scales, and weigh each load of material removed from the Highway Department at the Cortland County Recycling Center scales located at 137 South Pendleton Street, Cortland, NY 13045. FREQUENCY OF SERVICE: The Contractor shall empty the container within five business days after being notified (by email, phone, or FAX) by the Highway Department that the container is full. INSURANCE REQUIREMENTS: Contractor shall procure and maintain insurance satisfactory to County covering all locations and facilities operated or maintained by the Contractor in the following coverage and amounts: A) Comprehensive General Liability, including personal injury coverage of $1,000,000 per occurrence - $2,000,000 in the aggregate; property damage in the amount of $500,000 per occurrence and $1,000,000 in the aggregate. B) Automobile coverage, with a combined single limit of $1,000,000. C) Statutory Workers’ Compensation and Disability coverage. ---PAGE BREAK--- The Contractor shall submit, at the time of execution of the agreement, certificates of insurance properly executed by an authorized representative of his insurance underwriter, evidencing such insurance policies to be in full force and effect, naming the County and its officers, employees, agents and representatives as additional insured. Notice of termination of any such policies must be provided to the County at least thirty (30) days in advance. Contractor shall, on or before this 30 day period, provide the County with a prospective Certificate of Insurance with the above coverage and limits for the balance of the term of this agreement. All insurance coverage required to be purchased and maintained by the Contractor under this agreement shall be primary for the defense and indemnification on any action or claim asserted against the County and/or the Contractor for work performed under this agreement, regardless of any other collectible insurance or any language in the insurance policies which may be to the contrary. NON-COLLUSION: A signed non-collusion statement must accompany each bid received. The Cortland County Legislature reserves the right to reject any or all bids received. STATE FINANCE LAW: A signed State Finance Law certification statement must accompany each bid received. LENGTH OF CONTRACT: The successful bidder will be required to enter into a one year agreement that will be extendable for an additional year under the same terms and conditions with mutual agreement.
