Payroll Clerk – City Page 1 I 2 Jurisdiction: City of Cortland Jurisdictional Class: Competitive Adopted: December 21, 2005 PAYROLL CLERK DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for the performance of a variety of moderately complex clerical tasks in the preparation and control of the City's payroll. The work requires a general understanding of specific laws, office rules, procedures, and policies. The work is performed under the direct supervision of the Deputy Director of Administration and Finance and general supervision of the Director of Administration and Finance in accordance with established policies and procedures. Supervision of others is not a responsibility of this position. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Reviews payroll input documents for accuracy and completeness; Enters adjustments to computerized payroll system and maintains payroll master file; Prepares and computes abstracts for transfer of funds for payroll accounts; Compiles data and prepares periodic reports of payroll deductions such as social security, state and federal withholding, union dues, health insurance, and retirement; Posts to appropriate journal and ledger accounts; Accounts for monies collected and makes bank deposits; Processes benefit application forms and assist employees in obtaining answers to benefit related questions; Participates in the collection of payments and maintenance of records on taxes, employee health insurance, parking tickets, licenses, permits and other fees collected; Prepares and submits a variety of state and federal reports. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Good knowledge of modern methods of maintaining and checking financial records and accounts; Good knowledge of payroll procedures and applicable federal and state laws, rules, and regulations; Good knowledge of office terminology, procedures, and equipment; Good knowledge of business arithmetic and English; Ability to make arithmetic computations rapidly and accurately; Ability to follow oral and written instructions; Ability to prepare and maintain written records and reports; Tact and courtesy; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited or NYS registered college or university with an Associates degree or higher in Accounting, Mathematics, Business Administration, Economics, or closely related field and two years of public contact work involving payroll processing, and/or account keeping; OR ---PAGE BREAK--- Payroll Clerk – City Page 2 I 2 Graduation from high school or possession of a high school equivalency diploma AND four years of public contact work involving payroll processing and/or account keeping; OR Any equivalent combination of training and experience as described in and above. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
