Jurisdiction: Cortland County Jurisdictional Class: Non-competitive Adopted: 10/20/05 YOUTH BUREAU DIRECTOR DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for administering youth activities of a county youth bureau by developing and implementing policies and procedures, in accordance with Federal and State laws and rules, relative to delivering youth program services in a community. The incumbent is responsible for planning, initiating and coordinating a wide variety of activities such as education, recreation and counseling to prevent/reduce delinquent behaviors in teens and provide education/training to families. The incumbent is also responsible for youth summer programs by coordinating and developing guidelines and procedures for implementation. The work is performed under the administrative direction of the County Administrator and the general direction of the County Legislature and in accordance with policies established by the Youth Board. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Develops and recommends policies and procedures for the Youth Bureau to the Youth Board, in accordance with Federal and State laws and rules; Responsible for fiscal reporting for the Youth Bureau and municipalities receiving NYS Office of Children and Family Services funds; Recruits and trains members of the local Youth Board; Coordinates a comprehensive youth service program by meeting and planning with schools, social service agencies and other youth services program coordinators that administer youth services; Plans, organizes, directs and coordinates the various services coordinated by the Youth Bureau; Performs onsite evaluation and monitoring where and when appropriate; Develops, manages and monitors contracts with local agencies and municipalities for the provision of a variety of youth services and programs by maintaining on-going contact with the agencies providing services; Interprets Federal and State laws and rules as they relate to Youth Bureau programs and advises the Youth Board, and the County Legislature for budget purposes; Formulates and recommends budget appropriations for the Youth Bureau; Maintains cooperative working relations with community services agencies by offering on-going training with respect to services offered and the overall function of the Youth Bureau in the community; Writes and submits grant requests for funding of new youth programs; Approves expenditures of funds for youth service programs and maintains budgetary control over their operations; Submits the necessary operational data to the New York State Office of Children and Family Services to be included in the annual work plan. ---PAGE BREAK--- YOUTH BUREAU DIRECTOR – contd. 2 FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of factors underlying juvenile delinquency and other social problems; Thorough knowledge of the Federal and State laws and rules as they pertain to the administration of youth programs; Thorough knowledge of the principles and practices used in the planning of community, municipal and regional youth programs; Good knowledge of the community services agencies providing youth services; Ability to plan, organize, coordinate, administer and evaluate the effectiveness of program plans and provision of services related to youth; Ability to prepare budgets, operating reports and a variety of other reports relative to program activities; Ability to communicate effectively both orally and in writing; Ability to establish and maintain effective working relationships with others; Ability to operate a personal computer and utilize common office software programs; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree in sociology, social work, counseling, public administration, education, recreation or closely related field and two years of experience working with youth in recreation, youth development, character building, delinquency prevention or closely related field; or Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher in the degree field in and three years of experience as defined in or An equivalent combination of training and experience as defined by the limits of and NOTE: Verifiable part-time or volunteer experience may be prorated toward meeting the full-time experience requirements.
