2018 CORTLAND COUNTY HIGHWAY DEPARTMENT SPECIFICATIONS AND BID FORM PROCESSING OF HIGHWAY AGGREGATE 1.0 DESCRIPTION: This specification is for supplying personnel and equipment for mechanical processing of Highway Aggregates for use by the County on various County road projects. This work, shall be performed by the successful bidder, hereinafter referred to as the “Contractor”, and shall consist of supplying all labor and equipment necessary for crushing bank run gravel or cobbles obtained from both stockpiles and natural bank deposits at or near the site where the crusher is to be located. The Contractor’s processing operations shall result in a crushed gravel product meeting the material requirements more specifically outlined in the MATERIALS Section of this specification. The Contractor shall supply a loader with operator to feed said raw gravel into the Contractor’s crushing equipment. The Contractor’s equipment shall be provided with an appropriate stacking conveyor. The requirements for this equipment are more specifically outlined in the EQUIPMENT Section of this specification. The Contractor may take source gravel samples or tour the County’s gravel pits prior to bidding to aid with their bid proposal. Please call the Cortland County Superintendent of Highways office at (607) 753-9377 to provide notification of this desire. The location of Aggregate Processing shall be the County’s Harford, NY Gravel Mine in the general area shown as location A in the red star in the map below. The County of Cortland has a currently valid NYSDEC Mining Permit for this site. ---PAGE BREAK--- 2.0 CONTRACTOR REQUIREMENTS 1. The Contractor shall have a minimum of three years experience in the contract processing of aggregate as described in these specifications and include a listing of the experience with the bid. 2. The Contractor shall provide all necessary equipment and manpower to perform the work described in this specification. 3. The Contractor shall obtain a permit to construct/operate an air contamination source from NYSDEC. The Contractor shall also obtain any other federal or state permits required to perform this work. 4. The Contractor shall conduct his activities in such a manner as to comply with all state and federal laws regarding worker safety. 5. PREVAILING WAGES AND SUPPLEMENTS The Contractor shall conform to Section 220 of the New York State Prevailing Wage Rates for Cortland County as provided by the New York State Department of Labor. The Prevailing Wage Rates can be found at: PRC#[PHONE REDACTED] The Contractor shall maintain appropriate payroll records on each employee and file a certified payroll weekly. Each payroll record must be affirmed as true under the penalties of perjury, which means a notarized signature to that effect. If during the period of the contract the Contractor is cited by the NYS Department of Labor for a willful violation of the laws and regulations applicable to the bidding process, pricing policies, or in any way applicable to the services or supplies rendered pursuant to this contract, the County shall have the option to deem the Contractor irresponsible and in breach of contract. The County may then award the work to a different contractor. 6. CONTRACT AND INSURANCE If awarded the contract and prior to beginning any work, the Contractor shall be required to execute the Cortland County Standard Contract Agreement and provide the County of Cortland proof of insurance coverage as listed in theSample Aggreement. Notice is hereby given that Cortland County requires said insurance coverage by way of a Certificate of Insurance naming the County of Cortland as an additional insured party. All bids shall include all items listed in the “Checklist of documents for submission” found on page 1 of the Cortland County Standard Contract - 2018. 7. CONTRACT TERM AND EXTENSION OF BID PRICES: The prices quoted here in shall remain in effect from May 1, 2018 through April 30, 2019 and thereafter until 30 days after receipt of written notice of a vendor’s intent to cancel or until public notice is published by the County of Cortland for the receipt of new bids for ---PAGE BREAK--- items mentioned herein. The County reserves the right to extend this contract, upon mutual agreement with the successful bidder, for three additional one-year periods. 3.0 CONTRACTING AGENCY REQUIREMENTS The following functions are specific responsibilities of the contracting agency. 1. Provide a flat, accessible area for the equipment to be erected and stockpiles to be created. 2. Provide a source of cobbles and bank run gravel for processing into crushed aggregate. 3. remove processed aggregate from stockpiles made by the Contractor, as necessary to maintain adequate room for the Contractor’s operations. 4. The following is an estimate of the quantity that the County of Cortland proposes to produce on an annual basis. These quantities are an estimate only and shall not be used as a guarantee to or by the Contractor in any way. Contracting Agency Estimated Annual Aggregate Production (Tons) County of Cortland 20,000 The County of Cortland reserves the right to increase or decrease the ordered final amount of aggregate to be processed under this contract. 4.0 MATERIALS 1. Materials shall meet the current New York State Department of Transportation Standard Specifications, Construction and Materials. 2. Aggregate shall meet the requirements of Section 703, Aggregates, and shall have the following gradation. SIEVE SIZE % PASSING 1-1/2” 100 5.0 EQUIPMENT 1. The equipment shall consist of a mobile aggregate crushing machine capable of reducing bank run gravel and/or cobbles into crushed gravel material. 2. The equipment shall be capable of reducing all oversize particles and chunks to a gradation such that 100% passes a 1 1/2” sieve size. 3. The equipment shall be capable of producing at least 1,000 tons per day of crushed aggregate. The equipment shall have the on-board capability to determine either: a) the weight of material produced or b) the volume of the material produced 4. The mobile crushing machine shall be equipped with a stacking conveyor which shall be capable of suitably stockpiling the resulting crushed gravel product. 5. The loader shall be capable of feeding the crushing equipment at a rate to produce the minimum quantity per day as specified. ---PAGE BREAK--- 6.0 SCHEDULE: Cortland County schedules highway work to commence by June 1st and be completed by August 31st of any given year. The production of Highway Aggregates is a time critical process due to the fact that the aggregates processed under this contract are required to be used in the planned highway work, and the processing must be completed before the planned projects can commence. Therefore time is of the essence and the Contractor’s processing operations to produce the required aggregates shall be completed prior to the last day of May of the calendar year the work is ordered by the County. The Contractor shall be aware of these facts when submitting his bid. The Contractor shall note on the Bid Form his proposed dates of start and completion of work. In the event the Contractor is unable to provide processing in a mutually agreeable time schedule or in a timely manner, Cortland County reserves its rights to otherwise provide for such service, in the best interest of Cortland County, as determined by the Superintendent of Highways. 7.0 METHOD OF MEASUREMENT: The method of measurement for payment to the Contractor for aggregate processing shall be determined by the number of tons of crushed gravel produced, as measured by the Contractor’s on-board weight measurement equipment. As an option, the Contracting Agency may agree to a unit price for aggregate processing that shall be determined by measuring the number of cubic yards of crushed gravel produced in stockpiles. Therefore, the Contractor shall provide a unit bid price in both units of tons and cubic yards. 8.0 BASIS OF PAYMENT: The unit price per ton (or cubic yard) shall include the cost of all of the labor, equipment, insurance, any permits, fees, safety equipment and training, maintenance of equipment, profit, measurement for payment, and everything incidental to the Contractor’s operation to load bank run gravel or cobble material into the crusher, crush the raw material and suitably stockpile the resulting processed aggregate. No other separate or other payments will be made. 9.0 CONTRACT TERM: The term that the bid shall be in effect is from May 1, 2018 through April 30, 2019 and thereafter until 30 days after receipt of written notice of vendor intent to cancel or until 30 days after public notice is published by the County of Cortland for the receipt of new bids for items mentioned herein. The County reserves the right to extend this contract, upon mutual agreement with the successful bidder, for three additional one-year periods. Contractors must bid on all items shown in the bid form to be eligible for award. An award will be based on all products meeting Cortland County’s specifications as outlined in the bid document. A no bid on any item may disqualify the Contractor from the award. Considerations will be made to availability of material, delivery and past history as well as the current standing of the Contractor within the industry.
