Next Review: Modified Date:4/23/2025 CLASSIFICATION: STANDARD OPERATING GUIDELINE Issued By: Scott Roman, Fire Coordinator Purpose: This guideline is designed to allow for the organized and systematic handling of all incidents in Cortland County. Definitions: a. Incident – any situation to which any Cortland County Fire Department responds to: fires, accidents, ems calls, investigations, public assist calls, hazardous conditions, mutual aid, etc b. Incident Command System – a management system for organizing, directing and controlling the strategic functions executed during an incident c. Incident Commander – the person in overall charge of an incident. There is only one Incident Commander for a given incident. During the course of an operation, several different people may assume the role of the Incident Commander; however, the change of command will only take place between the individuals transferring command and will not be communicated to the other units. d. Operations Officer – the person in charge of the tactical operations of an incident. The Operations Officer is the communications link between the firefighters / line officers and the Incident Commander. Policy: 1. The radio designation or identifier for the incident commander is Command. All units as well as fire control will use this designation for communications with the Incident Commander during an incident as opposed to his identification numbers. 2. The Command designation may be prefaced by a location description to facilitate clarity in the event of multiple incidents. 3. The location description is chosen and designated by the Incident Commander. ---PAGE BREAK--- 4. The Incident Commander will determine the alpha designations of the building involved regardless of the actual physical characteristics of the building and announce the geographic location of Side A.
