Public Health Programs Manager Page 1 I 3 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 1/1/2012 Amended: 6/23/23 PUBLIC HEALTH PROGRAMS MANAGER DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for administering, implementing and overseeing operations of county public health education and youth programs geared towards health promotion in the community. This is accomplished through coalition building with identified partners, across community service agency and programs. The incumbent is responsible for identifying population based health needs and facilitating program planning, development, implementation and evaluation with community partners, to address these needs. Policy development and implementation is conducted with board approval. Work is performed under the direction of the Public Health Director and in accordance with policies established by the board of oversight (Health or Youth). Reporting to the County Legislature is performed through the Public Health Director. Supervision is exercised over subordinate staff. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Administers public health and other grants by researching available funding sources, writing and managing grants and submitting action plans, providing budget justifications and other reporting requirements; Researches, plans, develops, implements and evaluates community based education programs to promote health and wellness and designated youth programs; Builds community coalitions to identify and address population based needs. Facilitates interagency communication and collaboration to promote positive outcomes; Develops, manages and monitors contracts with municipalities and community agencies, as indicated, to meet state and federal regulatory requirements; Gathers data and submits reports to Federal or State regulating agencies; Interprets and implements State and Federal regulations relating to designated programs; Performs the duties required in regulation for all assigned programs; Interviews and makes hiring recommendations regarding subordinate staff; Assigns, directs, reviews and evaluates the work of subordinate staff, volunteers and student interns; Writes press releases and articles; Responds to public inquiries regarding public health issues; Conducts public health training and presentations to schools, community service professionals, and agencies in the community. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern principles and practices related to public health education; Thorough knowledge of federal, state and local laws, rules and regulations related to public health education; Good knowledge of public information and public relations techniques; Good knowledge of community organizations and service providers; Ability to administer a grant program involving multiple funding providers; ---PAGE BREAK--- Public Health Programs Manager Page 2 I 3 Ability to plan, organize, coordinate, administer and evaluate the effectiveness of program plans and provision of services related to public health education; Ability to formulate a local government needs assessment for program areas; Ability to prepare and monitor budgets, operating reports and a variety of other reports relative to program activities; Ability to deal effectively with the public; Ability to prepare and deliver presentations in a clear, concise and articulate manner; Ability to understand and interpret complex oral instructions and/or written directions; Ability to establish and maintain effective working relationships with others; Ability to communicate effectively both orally and in writing; Ability to efficiently use software for word-processing, spreadsheets, data sheets and desktop publishing; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher in Health Education, Health Science, Public Health, Health Promotion, Community Health, or Health Communications AND two years of experience as a Public Health Educator; OR Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher in a Education, Nursing, Epidemiology, Wellness and Fitness, or Nutrition AND two years of experience as a Public Health Educator; OR Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in Marketing, Human Services, Social Work or and two years experience in health education AND two years of experience as a Public Health Educator; OR Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree in Public Health or Health Education and one year of experience as a Public Health Educator. SPECIAL REQUIREMENTS: 1. A Public Health Educator must satisfactorily complete 15 hours of continuing education in health education related topics approved by the NYS Health Department within one year of appointment. 2. Possession of a valid New York State driver’s license is required. Failure to maintain a NYS driver’s license including driving privileges throughout employment will result in disciplinary action or dismissal. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent ---PAGE BREAK--- Public Health Programs Manager Page 3 I 3 verification of equivalency.
