500-001 Training Course Registration Process Effective Date: 3/26/08 Reference: Next Review: Modified Date: 4/23/2025 CLASSIFICATION: POLICY STATEMENT Issued By: Norm Forrest, County Chiefs President Scott Roman, Fire Coordinator Preface: This policy will be used for any and all students signing up for training in Cortland County. Purpose: To establish a process that guarantees a fair and equitable way for dealing with registering for and participating in all Cortland County Fire Courses. Policy: 1. Registration for all courses will be on a first come first serve basis and ONLY accepted through the Cortland County website: www.cortlandcountyfire.org. 2. Firefighters of all Cortland County Fire Departments have first rights to any and all courses offered even if an “Out of County” firefighter signed up before a Cortland County Firefighter. 3. A course sign up roster will be maintained and once the limit is reached, all those that sign up after that will be notified that they have been placed on a waiting list and encouraged to attend the first night of class in the event there are no shows, or firefighters show up without all the requisite paperwork or prerequisites. 4. Openings that result in firefighters being taken from the waiting list shall be done based on the basis in which they signed up, i.e. first come first serve. Cortland County Firefighters will have first preference over “Out of County” Firefighters as well. 5. Students that routinely abuse the pre-registration process more than three times in a 12 month period by registering for courses and then not showing up will be registered for courses only if an opening still exists 48 hours in advance of the posted start date. 6. Students will be penalized in this manner for a period of 6 months. ONLY those who routinely abuse the program would warrant this measure. ---PAGE BREAK--- 7. If a student has to cancel a registration and contacts the Fire Coordinator’s Office, Deputy Fire Coordinator in charge of Training, or the Instructor within 24 hours of the class, the student will not be penalized. 8. Instructors have the right to modify dates and locations for classes so long as adequate notification is made to the students. 9. Per New York State Office of Fire Prevention and Control policy, instructors reserve the right to remove any students from their classes at any time. 10. Students may also be removed from class for consistently failing to follow safety procedures as outlined by the instructors. 11. The primary instructor will make notification to the OFPC representative, Deputy Director, and the students Fire Chief as to the circumstances for removal. 12. THE DECISION OF THE INSTRUCTOR WILL BE FINAL. 13. Effective January 1, 2004, written and practical skills testing became mandatory for all classes. Students will be expected to complete these testing requirements in order to receive a course completion certificate. 14. Medical conditions and physical limitations will be addressed on an as needed basis involving consultation with the student, OFPC representative, Deputy Director and the Fire Chief of student’s department.
