2018 CORTLAND COUNTY HIGHWAY DEPARTMENT SPECIFICATION AND BID SHEET ULTRA LOW SULFUR DIESEL 15PPM FUEL The bid shall be in conformance with the terms and conditions specified in the Advertisement for Bids, and shall also be in conformance with the following specifications. Specifications: The ULS Diesel 15ppm motor fuel shall be a standard product of a recognized producer of motor fuel. The product shall be specifically designed for use in diesel engines. The County Highway Department has storage capacity for 20,000 gallons of diesel fuel and estimates usage in the coming year at approximately 145,000 gallons. Due to the nature of the department's operation, the bidder must be capable of making weekend and/or holiday deliveries. All orders will be for full trailer loads of approximately 7,500 gallons unless the supplier chooses to deliver smaller amounts. Definitions: Item 1. Rack Price is defined as follows: For 100% ULS DIESEL 15PPM FUEL and ULS DIESEL 15PPM WINTERIZED OR WITH COLD FLOW IMPROVER, the Rack Price shall be the Syracuse Oil Price Daily (Syracuse OPD) Reseller Tank Car Low Price in effect at the time the product is loaded onto the delivery vehicle. For ULS 15 PPM KEROSENE, the Rack Price shall be the Albany Oil Price Daily (Albany OPD) Reseller Tank Car Low Price in effect at the time the product is loaded onto the delivery vehicle. The Rack Price is subject to periodic escalations (increase) and de-escalations (decrease). For the purpose of bid comparisons, a date is listed for the Rack Price and the bidder shall enter the price that was in effect on the listed date on the bid form for Item 1. Item 2. Required Fees are defined as the fixed taxes and fees per gallon required to be charged based on Federal and State government statutes or regulations. For all purchases of fuel under this bid, the County of Cortland is exempted from paying the following taxes and they shall not be included in the price bid for fuel: • State and Local sales tax, • Petroleum Business tax, • Federal Gasoline Excise tax, • NYS Motor Fuel tax The Required Fees to be included for Item 2 is as follows: a. Federal LUST fee b. Federal Oil Spill Liability Trust Fund fee ---PAGE BREAK--- The price bid for Item 2 is a fixed charge per gallon that shall remain in effect for the life of the bid and shall not fluctuate (increase or decrease) with each order. Item 3. Delivery and Profit Markup is defined as the bidder’s charge per gallon for the following: • loading of fuel at the Terminal • ground transportation of the fuel from the Terminal to Cortland County Highway Dept. • unloading of fuel into the above-ground storage tank at Cortland County Highway Dept, • overhead and profit. The price bid for Item 3 is a fixed charge per gallon that shall remain in effect for the life of the bid and shall not fluctuate (increase or decrease) with each order. Item 4. Total Bid Price is defined as the sum of the prices quoted for Items 1 at the time an order is placed plus the sum of the fixed prices bid for Items 2 & 3, as defined in this section. End of Definitions If a bidder lists an erroneous amount for Rack Price Item 1, the County of Cortland shall correct the bidder’s price for item 1 to the correct price, and adjust the bidder’s Total Bid Price for Item 4 accordingly. Award of this bid shall be to the responsible bidder with the lowest Total Bid Price (Item 4) per gallon for the fuel type most commonly used by the County of Cortland. All bidders shall list bid prices for all of the following fuels / fuel blends: 1. 100% Ultra Low Sulfur (ULS) Diesel 15ppm Motor Fuel. 2. Winter Blend which consists of ULS diesel 15 PPM fuel winterized or with cold flow improver. 3. Winter Blend which consisting of ultra low sulfur diesel 15 PPM winterized with kerosene. Bids that do not list a bid price for all bid items listed on the Bid Form will not be considered for award. All bids shall include all items listed in the “Checklist of documents for submission” found on page 1 of the Cortland County Standard Contract - 2018.
