2018 CORTLAND COUNTY HIGHWAY DEPARTMENT SPECIFICATIONS AND BID FORM INSTALLATION OF GUIDERAIL POSTS 1.0 DESCRIPTION: This specification is for supplying personnel and equipment for mechanical driving of guiderail posts on various Cortland County roads. Cortland County shall provide guiderail posts for installation. 2.0 EQUIPMENT: 2.1 Guiderail post driving equipment shall be a rubber-tired, roadworthy and truck-mounted unit. Unit shall be designed and manufactured specifically for driving steel guiderail posts up to 4 ft. into the existing ground. 2.2 The equipment shall have the capability of hydraulically positioning, holding and driving NYSDOT standard S3X5.7 and W6X12.5 guiderail posts up to 7’-0” in length, up to 4’-0” into existing ground. The machine shall be equipped to properly position, hold and drive the posts through the following; up to 6 inch thickness of asphalt concrete pavement plus 12 inch thickness of gravel subbase plus up to 2’-6” into existing earth material for a total of and in accordance with Section 606-3.01D of the current NYSDOT Standard Specifications. 3.0 CONTRACTOR’S RESPONSIBILITIES 3.1 The Contractor shall be responsible for providing the equipment specified along with a qualified operator capable of operating and transporting the Contractor’s post driving equipment such that the installation of the posts are accomplished in a timely manner, anywhere on the County of Cortland highway system. 3.2 The Contractor shall drive all posts to the depth and to the alignment specified by the County’s designated representative. 3.3 CONTRACT AND INSURANCE: If awarded the contract and prior to beginning any work, the Contractor shall be required to execute the Cortland County Standard Contract agreement form and provide the County of Cortland a certificate of insurance proving coverage as specified in said agreement. Notice is hereby given that Cortland County requires said insurance coverage by way of a Certificate of Insurance naming the County of Cortland as an additional insured party. All bids shall include all items listed in the “Checklist of documents for submission” found on page 1 of the Cortland County Standard Contract - 2018. ---PAGE BREAK--- 4.0 COUNTY’S REPSONSIBILITIES 4.1 The County shall be responsible for the following: • Survey and layout of post locations and grade lines. • Guiderail system design. • Construction inspection of Contractor’s operation. • Providing all materials necessary for the guiderail installation including posts. • Loading of all guiderail posts into the leads of the Contractor’s post driving equipment. • Maintenance and Protection of Traffic. • Notifications under NYS Code rule 53 (Underground Facilities Protection). 5.0 SCHEDULE: 5.1 Guiderail post installation is a time critical process due to the fact that subsequent guiderail erection work to be completed by Cortland County can not begin until the posts are completely installed and therefore time is of the essence. Cortland County has scheduled guiderail installation to commence by October 1, 2018 and be completed by December 31, 2018. The bidder shall be aware of this fact when submitting his bid. 5.2 The bidder shall note on the Bid Form his proposed dates of start and completion of work. 5.3 In the event the successful bidder is unable to provide the installation in a mutually agreeable time schedule or in a timely manner, Cortland County reserves the right to provide for such service, in the best interest of Cortland County, as determined by the Superintendent of Highways. 6.0 METHOD OF MEASUREMENT AND PAYMENT 6.1 Payment for Item A, Post Driving, will be made on the basis of the number of hours of actual on- site post driving operations performed by the Contractor with specified equipment and operator. 6.2 Payment for Item B, Mobilization, will be made on the basis of the number of times the Contractor is required to mobilize and de-mobilize equipment between the Contractor’s home base and the County of Cortland, for work, as specified by the County. 6.3 The County shall pay the Contractor following the completion of project(s), and after receiving an invoice from the Contractor. The invoice must include a daily record of hours of operation of equipment and the number of mobilizations. ---PAGE BREAK--- 7.0 CONTRACT PERIOD & CONTRACT EXTENSION: 7.1 The prices quoted herein shall remain in effect from May 1, 2018 through April 30, 2019, or until 30 days after receipt of written notice of the Vendor’s intent to cancel the contract, or until 30 days after public notice is published by the County of Cortland soliciting new bids for the items mentioned herein. 7.2 The County of Cortland reserves the right to extend this contract, based on and under the same terms and conditions of this specification, for three additional one-year periods, if, after receiving a written statement from the vendor stating his intent to do so, the Superintendent of Highways agrees, in writing, to the extension of this contract. 8.0 PREVAILING WAGE RATES: The Contractor shall conform to Section 220 of the New York State Prevailing Wage Rates for Cortland County as provided by the New York State Department of Labor, as contained in this proposal. The Prevailing Wage Rate document to be used is available for viewing at the following web link: PRC#[PHONE REDACTED] The Contractor shall maintain appropriate payroll records on each employee and file a certified payroll weekly. Each payroll record must be affirmed as true under the penalties of perjury, which means a notarized signature to that effect. If during the period of the contract the Contractor is cited by the NYS Department of Labor for a willful violation of the laws and regulations applicable to the bidding process, pricing policies, or in any way applicable to the services or supplies rendered pursuant to this contract, the County shall have the option to deem the Contractor irresponsible and in breach of contract.
