100-006 County Fire Instructor Criteria Effective Date: 5/28/10 Reference: Policy Amended November 26th, 2013 to reflect State’s discontinuation of Live Fire Safety and Conducting Live Fire Evolutions Course Policy Amendment October 2nd, 2023 to reflect State Mandate for EMS / Rehab Personnel to be present for hands on training evolutions. Next Review: Modified Date: 11/26/13, 10/2/23 CLASSIFICATION: STANDARD OPERATING GUIDELINE Issued By: Scott Roman, Fire Coordinator Preface: To provide for additional Outreach Fire Training courses, the Office of Fire Prevention and Control has implemented a supplemental training program. Under this program, certain New York State Fire Training courses may be conducted using qualified and certified instructors at the local level. These procedures are established to ensure the integrity, quality and standardization of the State and Cortland County Fire Training Program. Policy: 1. The minimum qualifications for appointment to this position are: a. Fire years’ experience as a firefighter b. Have at least two years’ experience as an instructor of routine fire training skills at the company officer level c. Possess the physical ability and dexterity to perform all tasks associated with fire instruction assignments 2. Have completed the following courses in the State Fire Training Program or their equivalents as referenced in Section 5 of the Outreach Training Program Administrative Guide: a. Firefighter 1 b. Truck Company Operations c. Firefighter Survival or Equivalent d. Apparatus Operator - Pump e. Fire Service Instructor 1 3. The Fire Coordinator or their designee shall have the sole authority to designate instructor candidates. The Fire Coordinator’s Office reserves the right to evaluate the training the candidate possesses as well as experience in the Fire Service when making an appointment. ---PAGE BREAK--- 4. The Fire Coordinator or their designee reserves the right to hire on County Fire Instructors with the expectation and mandate that the candidate is or will be enrolled in the Fire Service Instructor 1 program within a year. 5. When all conditions in Section 2 have been met, the County Fire Instructor Candidate will be submitted to OFPC where they will review the candidate to determine if he/she meets minimum qualifications. 6. The County Fire Instructor will be sent to the New York State Office of Fire Prevention and Control’s Instructor’s Authorization Training Program “Firefighter Training Series” as soon as is feasibly possible for the instructor. 7. At the time of the designation, each instructor will receive a four-digit identification number (the first two being the County ID), which should be used on all correspondence with the office. 8. Authorization to teach in the Supplementary Training Program is for a three year period. At the end of the period, the County Fire Coordinator must submit a letter of recommendation and obtain authorization from OFPC in order for the County Fire Instructor to continue to instruct authorized courses. 9. The Fire Coordinator or their designee shall have the sole authority to designate and hire EMS / Rehab Personnel. Personnel chosen to serve in this capacity shall be a New York State Certified EMT. 10. Payment for services of instructors in this program is not the responsibility of the State of New York.
