CSB Meeting March 29, 2016 COMMUNITY SERVICES BOARD OF CORTLAND COUNTY March 29, 2016 4:00 P.M. ROOM 304 – COUNTY OFFICE BUILDING Members Present: Aaron Baier, Christopher Driscoll, Christopher Newell, Donald Noble, Jackie Leaf, Jeff Beal, Linda Shutts, Michael Johnson and Tadeus Kowalski Members Excused: Christopher Hyde, Lisa Cutia, Lisa Hoeschele and Marie Walsh Others Present: Mark Thayer (Director Community Services), Alexandra Huntington-Ofner (SPOA Coordinator and PSY Director), Mary Carney and Gail Spitzer (Secretary) Call to Order: By Director, Mark Thayer at 4:02 p.m. NOTES *Due to scheduling conflicts, CSB meeting delayed one week; being held on fifth Tuesday of the month* *Meeting conducted by Community Services Director, Mark Thayer, in absence of Chair and Vice Chair* Agenda Item: Introductions Agenda Item: Approval of Minutes of February 23, 2016 Director, Mark Thayer, asked for a motion to approve minutes  Motion made by Aaron Baier and seconded by Christopher Driscoll, no further discussion, minutes unanimously approved Agenda Item: Presentation: HealtheConnection Mary Carney, HealtheConnections: Representing CNY Population Health Improvement Program (PHIP) established by NYS DOH, working in conjunction with Seven Valley Health Coalition – a resource of data/best practices leading to improved health in community – includes six counties: Onondaga, Cortland, Madison, Cayuga, Oneida and Oswego – Website developed to present regional data, look more closely at health disparities, engage community stakeholders, use and share data – http://wwwhealthecny.org / Included in each data category are “Indicators” and “Promising Practices”, data source and time period – website also includes links to multitude of resources / alerts can be emailed when information is updated – raw data can be used for many purposes; from reports to grant writing, etc. / Don Noble asked if data from NYS oversight agencies, like OPWDD, can be accessed through this site – Mary, not currently but can work to meet this type of request – work in progress – questions can be sent to PHIP to potentially add data to site – more information, slides, links or a request for presentations contact Seven Valley Health Coalition: [PHONE REDACTED] / Mark discussed how this may be relevant to the County Plan given the timeliness of the data – there may be community driven data that were not previously accessible / Mary: hospital data is available by zip code, but trends and other “hot spots” may offer useful information / Jackie Leaf: local activities and information, notify SVHC of anything missing – 2-1-1 link is also part of this website. Agenda Item: CSB and Subcommittee membership vacancy discussion CSB: Two vacancies, one pending vacancy: Several potential candidates, actively recruiting DD: One opening with several candidates CD: Three vacancies, if Legislature approve the appointment of Chief Robert Pitman, there will be two remaining vacancies MH: Two vacancies due to resignations, several candidates Ideas for members can be forwarded to Gail Spitzer Agenda Item: Director’s Report Mark Thayer Staffing – Outpatient Clinic: Short staffed – LMSW, Clinic Director, Temporary/part time Nurse Practitioner Electronic Medical Records process going very slowly – E-Prescribe first to be implemented, Clinic granted waiver for prescribers due to EMR delays Corporate Compliance: Office of Medicaid Inspector General (OMIG) audit update; draft audit report finally received from State (March 15, 2016) with slight decrease in fines – comments/rebuttal to be submitted – after final report; option for Administrative Appeal, possible formal hearing – working with other counties in similar situation to begin joint effort – working with lawyers – Briefing with County Legislators on April 12 Alex (Huntington Ofner) Updates: *Working with SUNY Students to develop processes to help make SPOA tracking systems clearer. ---PAGE BREAK--- CSB Meeting – March 29, 2016 *May is MH Month, MH Walk May 25, farther than last year – MHA Dinner, May 5 *Working on a date for next meeting of Suicide Prevention *IRT – Jackie Leaf: Agencies met with military, need for many volunteers – discussing data collection and connecting to after-care which can be done as participants exit medical care – many details still being worked out – $1.3 worth of services last year, over 15,000 procedures / reservations only required for veterinary, dental or vision appointments – open to anyone regardless of financial status or residency *Youth MH First Aid - Alex and Christopher Driscoll will be conducting two trainings for anyone with a young person in their life – two half days, April 21 & 22 and one whole day May 21 (flyers provided) – plenty of vacancies, contact Alex: [EMAIL REDACTED] or [PHONE REDACTED] County Jail is part of a pilot program offering Vivitrol treatment for qualified volunteer inmates, diagnosed as opioid users – give the person approximately 30 days to connect with treatment after release from jail, including other supports and connections to services available in community Regional Updates – Katko/Magnarelli meetings – plan as a continuum of crisis intervention services, development of emergency services – agreed plan would have help from these State representatives receive funding (money saved from inpatient bed closures) CNY Director’s Planning group – working to expand respite service and on on-call emergency mobile services Statewide Meeting May 1 – 3 in Albany Funding received for Peer Engagement Specialist – seeking applicants DSRIP – County Departments (DSS, Aging, MH, Health) met with Care Compass Network to create one contract for County, departments hope to remain autonomous – next step to meet with County Attorney for approval NYS – Medicaid Redesign: State released Children’s Medicaid State Plan Provider manual – highlights provided in Director’s report – Mike Johnson and Christopher Driscoll discussed the start-up of some services requiring certified specialists family peer advocate) training will be reimbursed by OMH in beginning phases, provisions will allow temporary certifications State Budget deadline (3 days) – one of the biggest issues, minimum wage – staffing of non-profits affected – article included Additional $4k to fund non-Medicaid children in case management Governor announced funding for prevention assessment/treatment in primary care offices – may replace MH screening in schools or doctors’ offices Agenda Item: Joint CSB / Subcommittee Meeting Set date to preview 2017 Annual County Plan which has submission deadline of June 1 – Tuesday, May 24 – 4:00 p.m. Legislative Chambers – no subcommittee meetings or CSB in June Agenda Item: Other Business/Announcements: Jeff Beal (Chair, DD Subcommittee) second of four articles in Cortland Standard, highlighting services available as narrative circumstances of local family with a special needs child – Katie Keiser reporter, Sandy Ehrlich (Racker Center) assisting with family connections / Young man, consumer, will begin attending DD Subcommittee meetings. He is President of “Go-Getters”; an advocacy group working to improve life for individuals with disabilities / Jeff and Sandy Ehrlich provided presentation at the EDPRT, well received Mark will send survey relative to the County Plan to members – opportunity to get feedback; improvements, continuing problems, etc. specific to each subcommittee Chris Driscoll: Juvenile Justice Regional Team purchased 150 slots for “Collective Problem Solving” will be split up between 6 counties (probation first slots, schools – relates to age discussions in judicial system Next meeting: April 26, 2016 Mark thanked Linda Shutts and wished her the best in her new ventures and thanked everyone for attending  Meeting ended at 5:25 p.m. Minutes submitted by Gail L.
