Jurisdiction: Cortland County Soil and Water Conservation District Jurisdictional Class: Competitive Adopted: 12/23/03 Amended: 3/29/04 STORMWATER MANAGEMENT SPECIALIST DISTINGUISHING FEATURES OF THE CLASS: This position provides statewide program and technical support for the implementation of the stormwater management program in New York State. The Specialist will work closely with the New York State Department of Environmental Conservation, the New York State Soil & Water Committee, County Soil and Water Conservation Districts and other state and local agencies. The Specialist will be responsible for organizing and managing statewide stormwater training activities, providing input and guidance for program policy development and complete technical evaluations for specific projects and proposals as requested. The position is administered through the Cortland County Soil and Water Conservation District. General duties are given by the Director of the New York State Soil & Water Committee. Work is performed under the general supervision of the Soil and Water Conservation District Manager. TYPICAL ACTIVITIES: (Illustrative only) Responsible for organizing, managing, and instructing stormwater management training courses to local units of government; Works with conservation partners and other state agencies in determining courses needed; Creates and an annual report summarizing the training activities of courses held, type, and attendance to the and NYSDEC; Reviews stormwater pollution prevention plans such as erosion and sediment control, urban hydrology methods and procedures and water quality evaluations and designs. Provides detailed site evaluation of implementation on specific projects as requested; Prepares design details and specifications for site remediation projects; Serves as a member of the New York State Nonpoint Source Coordinating Committee the Stormwater Workgroup, the New York State Soil and Water Committee and other groups as assigned; Develops and recommends technical elements and procedures for incorporation to committee objectives based on goals and needs of the protection of natural resources and improved water quality; Reviews and analyzes research data and reports as they apply to Stormwater Management and makes recommendations; Meets with agencies of the conservation partnership to ensure technical support through current criteria and standards, evaluation of program needs; Coordinates technical input for plans of work and grant proposals. Continued on back… ---PAGE BREAK--- STORMWATER MANAGEMENT SPECIALIST Page 2 FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND CHARACTERISTICS: Thorough knowledge and proficiency in the application of the New York State stormwater program manuals; specifically the "New York State Standards and Specifications for Erosion and Sediment Control" and the "New York State Stormwater Management Design Manual"; Thorough knowledge of the New York State Department of Environmental Conservation Stormwater SPDES general permits for Construction activity (GP­02­01) and for Small Municipal Separate Storm Sewer Systems (MS4) (GP­02­02); Thorough knowledge in hydrologic evaluation methods and procedures, evaluation of soil loss on construction sites and impact to natural resources, and application of management practices and operations for construction activities; Working knowledge of pollutant load assessments for changing land use, stormwater management practice selection and design; Working knowledge of hydraulics and storm evaluation, modeling and routing procedures; Ability to plan and develop stormwater and related programs; Ability to prepare reports and correspondence; Ability to deal with the public and officials in a diplomatic manner; Ability to develop and maintain good public relations, initiative, and resourcefulness in solving stormwater engineering programs; Physical condition commensurate with the demands of the position., MINIMUM QUALIFICATIONS: A. A Bachelor's Degree from a NYS registered or regionally accredited four year college or university in the field of Civil, Environmental or Agricultural Engineering AND eligible for a license as a Professional Engineer in the State of New York AND at least two years paid demonstrated experience in stormwater management, erosion control or related field. SPECIAL REQUIREMENT: Shall obtain Certified Professional in Erosion and Sediment Control (CPESC) and Certified Professional in Stormwater Quality certifications within 18 months of beginning work. SPECIAL REQUIREMENT: Possession of a current valid New York State driver's license is required or otherwise demonstrate the ability to meet the transportation needs of the job.
