It is also the public policy of New York State to achieve their goals through the mutual cooperation of all levels of State and local govemments and the business community. It is the intent of this Local Law to authorize Cortland County to submit an application for Empire Zone Designation pursuant to General Municipal Law Section 960. SECTION I The Chairman of the Cortland County Legislature is hereby authorized to submit an application to Empire State Development for designation of an area within Cortland County, as described in Section II hereof, as an Empire Zone.
