Coordinator of Child Support Enforcement Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 10/25/22; 10/10/25 COORDINATOR OF CHILD SUPPORT ENFORCEMENT DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for managing and coordinating all aspects of the Child Enforcement Division including support enforcement and collection. The incumbent evaluates and monitors workloads and workflow within the unit and implements changes as necessary. In addition, the incumbent interprets State, Federal, and local laws and rules, and provides technical assistance to subordinate staff. The incumbent is the primary liaison with the New York State Office of Child Support Enforcement, the Office of Court Administration and various local agencies. Work is performed under the supervision of a department administrator with wide leeway allowed for the exercise of independent judgment in carrying out the details of the work. Supervision is exercised over subordinate unit staff. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Develops policy and procedures for implementing State and Federal regulations regarding child support enforcement and collection; Plans, organizes, directs, and coordinates the various functions of the division; Supervises subordinate staff members in administering support and enforcement functions, which are consistent to laws and regulations; Conducts individual and/or group conferences with subordinate staff to discuss updates and revisions to the laws and regulations and the impact such revisions may have on the policies and procedure relative to support enforcement and collection; Conducts interviews with potential employees, makes recommendation for hiring and subsequent assignment; Assures adherence to specified timelines by implementing processes in accordance with laws and regulations; Retrieves information and generates a variety of reports by using the latest Computer software packages and the state computer system; Acts as a correspondent and liaison with the State Office of Child support, the State Office of Court Administrations and various local agencies; Establishes and maintains a close working relationship with the Family court and hearing examiners; Conducts performance evaluations of subordinate staff. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of investigative techniques used determining the location and financial status of individuals; Thorough knowledge of the laws, rules and regulations that govern support collection enforcement; Thorough knowledge of community resources and departmental programs; Thorough knowledge of modern methods used in keeping and checking financial records and reports; Good knowledge of modern office terminology, procedures, equipment and business English; ---PAGE BREAK--- Coordinator of Child Support Enforcement Page 2 I 2 Ability to supervise and instruct subordinate staff on proper work procedures and methods; Ability to understand and interpret laws concerning support cases; Ability to review and prepare support petitions; Ability to analyze and organize data and prepare records and reports; Ability to operate a personal computer and utilize common office software programs; Ability to communicate effectively both orally and in writing; Ability to understand and interpret laws concerning support cases; Ability to deal effectively with the public; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of a Bachelor’s degree or higher and two years of interviewing or investigating experience, one year of which shall have been in a supervisory capacity; OR Possession of an Associate’s degree or higher and four years of experience defined in one year of which shall have been in a supervisory capacity; OR Possession of a high school or equivalency diploma and six years experience defined in one year of which shall have been in a supervisory capacity; OR An equivalent combination of training or experience as defined by the limits of and NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
