Request for Qualifications (RFQ) The Cayuga-Cortland Workforce Development Board through the Workforce Innovation and Opportunity Act is issuing a RFQ for the One-Stop Delivery System. The RFQ will be available for review beginning Friday, March 24, 2017 at the following sites: local website - http://www.cortland-co.org under departments go to Cortland Works Career Center 1) Cortland County Department of Employment and Training Grant Administration, Room B38, Cortland County Office Building, 60 Central Ave., Cortland, NY 13045. 2) Cayuga Works Career Center, 199 Franklin Street, Suite 204, Auburn, NY 13021. 3) Cortland Works Career Center, 99 Main Street, Cortland, NY 13045. The general public has 22 days from Friday, March 24, 2017 to respond to the RFQ. All responses must be made in writing and addressed to Rob Ferri at the address in 1 above. Responses must be received by 5p.m., April 14, 2017. This Request for Qualifications is designed to gather information on organizations that may be interested in becoming a One Stop System Coordinator for the One-Stop Delivery System commencing on July 1, 2017. Continued on next page ---PAGE BREAK--- Cayuga-Cortland Workforce Development Board Request for Qualifications Issued: March 24, 2017 Introduction The Cayuga-Cortland Workforce Development Board (CC WDB) is gathering information on organizations that may be interested in becoming the One-Stop System Coordinator of the Cayuga Cortland One Stop Delivery System commencing on July 1, 2017. The Cayuga-Cortland Workforce Development Board develops local workforce policies and provides direction for local two county workforce initiatives and concerns; convenes and builds coalitions with other workforce entities; and promotes collaboration between economic development, businesses, education and training resources. The role of the Cayuga–Cortland WDB includes: • Convening system stakeholders to develop the local plan; • Convening regional workforce entities to develop the CNY regional plan • Preparing and submitting local plans; • Managing the competitive selection process for the one-stop systems coordinator; • Selecting or terminating the one-stop systems coordinator and youth providers; • Negotiating local performance accountability measures, and • Developing/submitting budget for the local Workforce Development Board. The Cayuga-Cortland Workforce New York Career Centers, through funding from the CC WDB and partner agencies, provides services to jobseekers and businesses that include developing job seeking skills, resume writing, career assessment, computer training, short term classroom training, and on the job training for employed workers. The Cayuga-Cortland Workforce System includes a network of workforce partners, and the workforce-related services they provide, in the Cayuga Works and Cortland Works Career Centers and across the Cayuga-Cortland Workforce System. Purpose of Request for Qualifications (RFQ) The purpose of this RFQ is to gauge the level of interest on the part of agencies/entities to become the Cayuga-Cortland One-Stop System Operator commencing on July 1, 2017. The role of the One-Stop System Operator includes: ---PAGE BREAK--- • Developing and maintaining an electronic database/directory of workforce partners and the services they provide • Convening quarterly meetings of the workforce partners in the Cayuga-Cortland Workforce System to discuss systems coordination, customer engagement, systems performance, continuous improvement and business engagement • Convening stakeholders to ensure a shared understanding of current assets & barriers and arrange for regional training • Facilitating quarterly discussions, including issues related to providing workforce services across the system in relation to the Central New York Regional Economic Development Council’s annual goals and identified sector-based workforce strategies • Meeting quarterly, or more often if needed, with the Cayuga Cortland WDB Director, the Executive Committee, One-Stop Center Directors and other ad hoc committees Eligible Applicants for this designation include: • An institution of higher education; • An employment service state agency established under Wagner Peyser; • A community-based organization, non-profit organization or workforce intermediary; • A private, for-profit entity; • Government agency; • Chambers of Commerce; business organizations or labor organizations; • Area career and technical education providers such as Boards of Cooperative Educational Services (BOCES). Budget: The responsibilities of the One-Stop System Operator are not funded and will be provided at no cost to the Cayuga-Cortland WDB. No salaries, administrative costs, travel or other expenses will be reimbursable. All time and expense will be the responsibility of the One-Stop Systems Operator and not the CC WDB.
