2017 CORTLAND COUNTY HIGHWAY DEPARTMENT BID SPECIFICATIONS SUPPLY OF NEW TIRES AND TIRE RELATED SERVICES The bid shall be in conformance with the terms and conditions specified in the Advertisement for Bids, and shall also be in conformance with the following specifications. Bids must have all items denoted in the “Checklist of documents to be returned with contract” attached. These items can be found in the Standard Clauses for NY State Contracts document and shall be considered a required submission for this bid. SPECIFICATIONS: This bid is for supplying Automotive and Heavy Truck Tires, and the provision of related services to install and maintain said tires on the Cortland County Highway Department vehicle fleet. This specification covers the tire requirements of Cortland County for use on Automobiles, Light and Heavy Trucks, Trailers, Tractors, and other related equipment. All tires must meet current U. S. Department of Transportation (DOT) standards. Passenger car tires must conform to National Highway Traffic Safety Administration tire quality grading listings. All tires must be new, first line quality and equal to or better than the current, most widely used Original Equipment Manufacturer (OEM) quality level. The burden of proof for OEM level quality will rest with the bidder. All products furnished under this specification shall be of the latest design and construction and shall not be more than twelve (12) months old at the time of delivery. Bidders are requested to submit, with their bids, a manufacturer’s certification that all tires being bid are OEM quality level or better. Discontinued and retread tires will not be acceptable. Where applicable, all tires must be listed in the Cooperative Approved Tire List (CATL- 1922, revised 2012 and CATL-1923, revised 2007) and the latest amendments thereto. Bids will not be considered on tires unless such tire brands are shown as approved on this list. The National Highway Traffic Safety Administration (NHTSA) established the Uniform Tire Quality Grading Standards (UTQGS) in 49 CFR 575.104. See the BID FORMS for additional tire size information, specifications, and estimated annual usage. SPECIAL TERMS AND CONDITIONS OF THE BID AWARD: The Bidder must have been in the business of selling tires for the period of no less than two years. The Bidder must be licensed to do business in New York State. The County reserves the right to award a contract to more than one bidder. Award shall be made to the lowest responsible bidder(s) who meets or exceeds the specifications. Tires supplied under this contract shall be subject to approval of Cortland County. Tires found to be defective or not meeting specifications shall be picked up and replaced by the successful bidder with tires meeting specifications within five working days after notification, at no expense to Cortland County. The vendor shall provide tires and other services at the vendor’s place of business. New tries shall be mounted on existing rims provided by the County. The vendor shall include in the price bid for mounting tires, the cost of transportation of tires / rims to and from the Cortland County Highway Dept. Equipment Maintenance Facility, located at 4267 Traction Drive, Cortland, NY 13045. Deliveries will be made in various quantities, during various periods, as needed by Cortland County Department. If order is given and the bidder fails to furnish the materials by the guaranteed date, Cortland County reserves the right to cancel the order without liability on its part. The vendor shall maintain stock in sufficient quantities and sizes of tires to supply the reasonable demands of Cortland County within 5-10 business days of request. ---PAGE BREAK--- The successful bidder is hereby notified that any attempt to substitute tires of brand and trade names other than those proposed, without prior written approval from Cortland County, shall be grounds for immediate termination of the bid award. Whenever the vendor encounters any difficulty which will delay or threatens to delay timely performance, the vendor shall immediately give notice thereof, in writing, to the Superintendent of Highways, providing all relevant information with respect thereto. Such notice shall not in any way constitute a basis for an extension of the delivery or performance schedule or be construed as a waiver by Cortland County of any rights or remedies to which it is entitled by law or pursuant to provisions herein. Failure to give such notice, however, may be grounds for denial of any request for an extension of the delivery or performance schedule of such delay. If the bidder offers an inconsistent Tire description and Part Number on the enclosed Bid Price Sheet, the Part Number shall prevail and be utilized by the County for bid comparison purposes. The use of brand names is for the purpose of describing the standard of quality, performance and characteristics desired and is not intended to limit or restrict competition. Products equal to those specified will be considered for award. Bidders are requested to submit full specifications for each tire bid. The following will apply to all tires being offered, if other than the tire specified on the Bid: a. Tire must be equal to or better than the tire originally specified. b. If notation of substitution is not made on the Bid Price Sheet, it is assumed the vendor is bidding the item specified. c. Cortland County reserves the right to determine whether an “equivalent” meets or exceeds the specifications listed. Cortland County’s decision will be final. d. Successful vendor will not be allowed to make unauthorized substitutions after award. Quantities indicated on the Bid Price Sheet are ESTIMATED ANNUAL USAGE based upon the best available information. The County reserves the right to increase or decrease the quantities to meet its actual needs without any adjustments in the bid price. All spaces must be completed in the tables below. Any blank spaces may result in the line item determined as non-responsive. (If not applicable, put “N/A” or “no bid”). List Warranties if any. Submit a written and signed certification that all tires being bid meet all listed specifications. Group 1: Heavy Truck / Truck Tractor / Trailer Tires The tires listed below shall be on-road / off-road capable, have a tread depth greater than or equal to 30/32 of an inch. For 11RX24.5 drive tires, tires shall be Continental HDR2, Load Range H, or a similar but equal alternate that is acceptable and approved by the Cortland County Highway Superintendent. Please state brand, vendor part number, and price. For 425/65RX22.5 steer tires, tires shall be General “Grabber”, Load Range I, or a similar but equal alternate that is acceptable and approved by the Cortland County Highway Superintendent. All New Truck Tires shall be mounted on rims owned by Cortland County. If needed, the Contractor shall sand blast and paint the rims with a two step process: 1st with a Primer and 2nd with a Powder Coat that is baked on when requested or approved by Cortland County.
