Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 REAL PROPERTY INFORMATION SPECIALIST DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for maintaining and ensuring that the Real Property Information System is accurate and up to date. The incumbent works closely with local and state data processing personnel to ensure the effective interface of manual and automated property information entered and obtained from the system. The work is performed under the general supervision of the Director of Real Property Tax Services with some leeway allowed in carrying out the details of the work. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Oversees and participates in the implementation and maintenance of the County’s Real Property Information System, including system troubleshooting, the uploading and downloading of files and installing program updates; Formulates reports for state and local governments, including county, city, town, village and district school; Prepares and maintains current total taxable values for submission to county, school districts, towns, villages and the County Director; Produces tax rolls and tax bills for county, towns, villages, special districts and school district purposes; Coordinates the conversion of real property information and procedures to interface with the NYS Real Property System; Trains assessors and their employees on any current and new versions of the NYS Real Property System (RPS); Acts as liaison between assessors offices, Real Property Tax Office and State Office of Real Property Services; Works with various word processing and spreadsheet software; Codes tax data into machine-readable format and coordinates and verifies its input into a computer; Performs various clerical duties including gathering information and making calculations for the preparation of statistical and related reports. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the use and operation of computers and related peripheral equipment; Good knowledge of the principles and practices of data processing; Working knowledge of the New York State Real Property Tax Law; Working knowledge of the software and hardware applications in relation to New York State Real Property System (RPS); ---PAGE BREAK--- REAL PROPERTY INFORMATION SPECALIST – contd. 2 Working knowledge of modern office terminology, procedures, equipment and business English; Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheets and databases; Ability to perform close, detail work involving considerable visual effort and concentration; Ability to understand and interpret moderately complex tabulating material; Ability to instruct others in the use and applications of hardware and software in relation to New York State Real Property System; Ability to deal effectively with the public; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree or higher in computer science, computer information services, data processing or a related field and one year of work experience involving the use of real property assessment records; or Graduation from high school or possession of a high school equivalency diploma and three years of experience as defined in or An equivalent combination of training and experience as defined by the limits of and
