Human Resources Generalist Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 3/24/22; 4/25/24; 2/23/26 HUMAN RESOURCES GENERALIST DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for all phases of public personnel administration, including classification, personnel transactions, application review, examination administration, and employee relations. The work is performed under the general supervision of a higher level administrator with leeway allowed for the exercise of independent judgment in analyzing problems and rendering a variety of personnel services according to Civil Service Law and Rules and labor contracts. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Advises appointing authorities, the public and employees on various aspects of Civil Service Law, Rules and policies and procedures; Advises on problems and performs duties related to classification, appointments, personnel transactions, jurisdictional classifications, examination processes, labor and employee relations, civil service rule changes, or modifications to rules; Completes information on and checks the accuracy of information pertaining to personnel activities such as appointments, terminations, separations, use of eligible lists, and the recording and processing of personnel information; Performs a variety of work in the examination process, including the gathering of job data, reviewing candidates’ applications to determine eligibility for examination or appointment and assisting in the preparation and implementation of an examination plan; Performs weekly orientation and onboarding sessions for all new hires; Performs examination administration, including monitoring exams; Prepares reports for submission to the New York State Civil Service Commission, local elected officials, and various professional organizations; Maintains the Personnel Department’s website; Maintains database of personnel and civil service related activities and information; Prepares a variety of correspondence and reports concerning personnel transactions, policy and procedure; Meets with interested parties to discuss, describe, and explain the various aspects of a merit system and various personnel related programs and procedures; May draft and distribute examination announcements. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of public personnel administration including the provisions of the New York State Civil Service Law and Rules; Good knowledge of the principles and practices of position classification, job analysis, performance evaluations, recruitment and examinations, merit system personnel transactions, disciplinary proceedings, and salary administration; Working knowledge of labor relations, training, employee grievance procedures, public relations activities, and retirement processes; ---PAGE BREAK--- Human Resources Generalist Page 2 I 2 Working knowledge of the organizational structure and functions of local government in New York State; Working knowledge of public information and public relations techniques; Ability to understand and carry out special studies relating to civil service and personnel activities; Ability to deal effectively with the public; Ability to establish and maintain effective working relationships with others; Ability to analyze and resolve complex problems; Ability to communicate effectively both orally and in writing; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of a Bachelor’s degree or higher and one year of experience in personnel administration; OR Possession of an Associate’s degree or higher and three years of experience as defined in OR NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
