Deputy Chief WW Treatment Plant Operator Page 1 I 2 Jurisdiction: City of Cortland Jurisdictional Class: Competitive Adopted: 8/1/04 Amended: 6/13/11 DEPUTY CHIEF WASTEWATER TREATMENT PLANT OPERATOR DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for assisting a Chief Wastewater Treatment Plant Operator in overseeing and directing the operation of a wastewater treatment plant utilizing an activated sludge process. The incumbent also performs the duties of a Wastewater Treatment Plant Operator. The work is performed under the general supervision of the Chief Wastewater Treatment Plant Operator with considerable leeway allowed for the exercise of independent judgment in planning and carrying out the details of the work. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Meets with the Chief Wastewater Treatment Plant Operator regarding the assignment of operators to shifts and directs the work assignments of operators and other technical personnel; Meets with operators regarding collection system problems and investigates sources of suspected collection system infractions; Contacts Engineers, vendors and consultants and acquires information relative to plant operations; Compiles data relative to the plant’s operation and creates operating reports; Oversees the treatment and disposal of sludge; Oversees the maintenance and repair of machinery; Requisitions materials and equipment as required; Reports orally and in writing to the Chief Wastewater Treatment Plant Operator as required; Performs the duties of a Wastewater Treatment Plant Operator I / II as required including operating wastewater treatment plant equipment and machinery performing permit sampling on influent and effluent, performing a variety of laboratory tests and other analyses, and performing basic repairs to plant equipment and machinery. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the principles and practices involved in the operation and maintenance of a wastewater treatment plant; Good knowledge of federal, state and local laws and regulations applicable to wastewater treatment plant; Good knowledge of the tools, equipment and terminology used in the maintenance and repair of wastewater treatment systems; Working knowledge of the principles and applications of physics, chemistry and bacteriology as applied to wastewater treatment and disposal; Working knowledge of modern office terminology, procedures, equipment and business English; Ability to analyze and organize data and prepare records and reports; Ability to understand and interpret complex oral instructions and/or written directions; Ability to establish and maintain effective working relationships with others; Ability to communicate effectively both orally and in writing; ---PAGE BREAK--- Deputy Chief WW Treatment Plant Operator Page 2 I 2 Ability to participate in assigned projects and layout work for others; Ability to perform the duties and responsibilities of a Wastewater Treatment Plant Operator; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Possession of a current Grade 3A Wastewater Treatment Plant Operator certificate issued by the New York State Department of Environmental Conservation at the time of appointment.
