Director of Administration and Finance Page 1 I 2 Jurisdiction: City of Cortland Jurisdictional Class: Exempt Adopted: 11/4/91 Amended: 8/3/07 DIRECTOR OF ADMINISTRATION AND FINANCE DISTINGUISHING FEATURES OF THE CLASS: This is a professional management position appointed by the Mayor of Cortland for the purpose of planning and administering the City's finances. The incumbent is also responsible for the auditing and maintenance of mandated financial records, in addition to providing recommendations as to the cost-effectiveness of various policies, programs, and methods of operation. The work is performed under the general supervision of the Mayor, with much leeway allowed for independent judgment. Supervision of support staff is also a function of this position. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Maintains various reports and records regarding taxes, insurance, payroll, purchasing, etc.; Interacts continuously with engineers, architects, attorneys, insurance representatives, state and federal government executives in the administration of contracts and laws, and resolving disputes; Proposes and submits tentative budgets to the Mayor; Audits bills and financial records; Establishes purchase policies and coordinates major purchases; Plans, coordinates, and implements City activities through involvement with other department heads; Implements collective bargaining agreements and resolves labor disputes; Conducts studies of departmental efficiency; Develops operational policies and guidelines; Negotiates agreements and contracts with suppliers; Serves as a board member on numerous committees; Communicates with the press when necessary; Conducts bond sales; Acts as Personnel Director in cooperation with the County Civil Service Office. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Knowledge of collective bargaining techniques; Thorough knowledge of the principles, practices and concepts of business and public administration, municipal budgeting, and administrative management; Working knowledge of the City organization and operations; Skill in the application of general and financial analysis; Ability to forecast the outcome of particular actions; Ability to manage people and resources effectively; Ability to make timely decisions; ability to communicate both orally and in writing; Ability to use a personal computer; Strong organizational skills; Strong work ethic; Sound judgment; ---PAGE BREAK--- Director of Administration and Finance Page 2 I 2 Initiative; Integrity; Tact; Self-starter. MINIMUM QUALIFICATIONS: This position is in the Exempt Class of Civil Service, and consequently, no specific qualifications for the position are required. However, recommended qualifications for the position are as follows: Graduation from a NYS registered or regionally accredited university or college with a Bachelor's Degree in Economics, Accounting, Management, Public Administration, or a related field and five years of management experience in the public or private sector. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
