Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 4/26/07 DISTINGUISHING FEATURES OF THE CLASS: Carries out medical/professional duties as outlined below. Applies expertise to the planning, coordination and operation of the mental health and mental retardation services provided within Cortland County. Makes recommendations to the Director of Community Mental Health Services and the Director of Administrative Services/Mental Health towards attaining an effective and comprehensive community mental health and mental retardation program. Provides oversight to the functions of the Nurse Practitioner. Provides direct clinical services to consumers. Makes recommendations as appropriate to the Director of Community Mental Health Services and the Director of Administrative Services/Mental Health regarding coordination, planning and operation of mental health services. Primary duties involve the direct provision of services, consultation with staff and agencies and completing required documentation including assessments and evaluations. Supervision is not a function of this position. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Provides out-patient and emergency service assessments and treatment as required by the Director of Community Mental Health Services and the Director of Administrative Services/Mental Health; Provides consultation with individual patients; Provides emergency services within scheduled hours; Provides consultation, examination and emergency backup for law enforcement agencies and courts within the county, court evaluations as requested and hospital commitments as indicated; Works with the directors in policy deliberations, with specific responsibility for evaluating the impact of policy alternatives on client population; Works with the directors in the preparation of a common system of evaluation (to include accountability) of mental health, mental retardation and alcoholism services; Consults with the directors in planning for services; Reviews, alters or approves all clinical treatment plans for patients served in programs in the Mental Health Department; Provides community-based evaluations and treatment as required by the Director of Community Mental Health Services and the Director of Administrative Services/Mental Health; Acts as a designee of the Director of Community Mental Health Services and the Director of Administrative Services/Mental Health as defined in Mental Hygiene Law; Participates in special review, and other duties as required by the Director of Community Mental Health Services and the Director of Administrative Services/Mental Health. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Comprehensive knowledge of the modern theory and practice of ---PAGE BREAK--- Page 2 I 2 Thorough knowledge of basic sciences, community medical and social and the function and pertinent pathology of the nervous system; Thorough knowledge of local ordinances and state and federal laws pertaining to the care and treatment of persons with a mental disability or disorder; The ability to evaluate the effectiveness of services designed to prevent disabilities and to promote the care, treatment and training appropriate for this purpose. MINIMUM QUALIFICATIONS: Possession of a license to practice medicine at the time of application.
