INSTRUCTIONS TO ALL HOLDERS OF CONTRACT DOCUMENTS Your attention is directed to the following questions and responses, regarding the Contract Documents for the construction of the Jet-A Fuel Farm & 100LL Fuel System Upgrades project at the Cortland County Airport – Chase Field (N03). Please indicate receipt of this addendum (including date) on page C-5 of the Proposal Documents. ---PAGE BREAK--- ADDENDUM No. 02 JET-A FUEL FARM & 100LL FUEL SYSTEM UPGRADES MJ/17807.06 2. QUESTIONS AND RESPONSES The following sections represents questions received via email on Tuesday, February 27, 2018 and the Engineer’s responses to those questions: Questions: 1. Based on the locations of the designated work areas, there does not appear to be any reason that our equipment would be fouling or encroaching the actual airport runway or landing strips. Will we need to provide any signage, barricades, temporary lighting, signs or any other controls on the runways as indicated on Drawing CS-01? A. No signage, barricades, temporary lighting or other controls are required on the runway for this project. No portion of this project involves the airport’s runway. However, based on the maintenance and protection of traffic requirements indicated in the project plans, these items are required on other areas of the project. 2. Aside from the estimated 50 channelizing cones on center) with cone lights we would need to protect the work areas in the apron area (Drawing CS-01), how many low profile barricades do you feel that we will need onsite for traffic control. A. There is an approximate distance of 410’ required for placement of low-profile barricades on this project. Detail 3, Drawing MD-01 provides a detail for a low- profile aviation barricade, based on information from one manufacturer. The length of low-profile aviation barricades may vary by manufacturer. The number of barricades required may be determined by measuring the total length of work area requiring barricades, and dividing that length by the length of each barricade by your selected manufacturer. 3. Is there any reason we would need to temporarily disable or modify any of the existing airport runway lighting and install temporary lighting and sign, arrows, etc. for redirecting plane traffic? A. No runway lighting requires disabling or modification on this project. However, the apron edge lighting along the edge of the aircraft ramp in the area of the new Jet-A Fuel Farm may require temporary disabling and a “jumper” connection during work on this project. The Contractor is responsible for verifying the location of the underground edge lighting circuit, verifying the depth of cable, and disabling & providing a jumper as part of this contract. 4. Will we need “blast fencing” (as indicated on Figure 2-2) to protect the construction zone? If so, can you provide a spec for this? I didn’t see anything. A. Since the location of Figure 2-2 is not provided in the question, it is assumed that this references Appendix B, Federal Aviation Administration (FAA) Advisory Circular (AC) 150/5370-2G, Operational Safety on Airports During Construction, Figure 2-2 on Page 2-10. (This question has been truncated from the original): What equipment/signs/barriers should we anticipate actually needing to maintain traffic control? FIGURE 2-1 & FIGURE 2-2 appear to indicate that we would be shutting down a runway, but our work area is clearly away from the runways. Any light or recommendations you can shed would be helpful for what equipment and quantities we should anticipate needing. As you know, this is specialized equipment and need to be factored into our bid. A recommended list of what we would need would be helpful. A. The maintenance and protection of traffic devices and signage identified in the project plans and details are required to be furnished, placed and maintained on this project. Generally, those items include: ▪ Standard Channelizing Cones with Lights (Detail 2, Dwg. MD-01 ▪ Low Profile Construction Barricade (Detail 3, Dwg. MD-01) ▪ Temporary Stop Signs (Detail 1, Dwg. CS-01) ▪ Traffic Control Flags and Flagger (Drawing CS-01) The above list is not intended to be comprehensive, but is intended to clarify the question by the bidder and give a general description of Maintenance and Protection of Traffic devices and measures required for this Contract.
