Senior Leased Housing Coordinator Page 1 I 2 Jurisdiction: Cortland Housing Authority Jurisdictional Class: Competitive Adopted: 7/30/08 Amended: 10/7/09 SENIOR LEASED HOUSING COORDINATOR DISTINGUISHING FEATURES OF THE CLASS: The work involves the responsibility for coordinating and overseeing the Public Housing and Section 8 Eligibility and Occupancy Programs in accordance with established policies and procedures of the Cortland Housing Authority. Supervision is exercised over Leased Housing Coordinators. Work is performed under general supervision of the Housing Project Manager or his/her designee, with considerable leeway allowed for independent judgment in carrying out details of the work. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Supervises Leased Housing Coordinators, Tenant Relations Assistants and clerical staff; Assists applicants in completing forms and obtaining eligibility information; Accepts, records, codes, reviews and verifies applications for tenancy under subsidized housing program sponsored by HUD; Gathers information relating to the application process by interview and/or telephone; Reviews applications against eligibility criteria for respective housing programs; Determines eligibility of applicants/tenants for housing assistance; Calculates level of subsidy for program participants; Periodically reviews tenant circumstances to determine changes in family composition, income and needs for assistance; Formulates and carries out schedules for leasing; Maintains information on community housing stock which can be utilized for the Public Housing and Section 8 Leased Housing Programs; Prepares letters and reports regarding housing programs of the Cortland Housing Authority; Conducts property inspections in accordance with federal regulations, and ensure compliance of Public Housing and/or Section 8 structures with those requirements; Assigns duties to staff regarding occupancy/eligibility functions of the housing program; Confers with Housing Project Manager and other staff personnel; Makes referral to area agencies for support services which can be used by tenants; Understands and interprets Federal regulations regarding occupancy and eligibility issues; Provides as needed assistance to Management in the preparation and monitoring of program budgets. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of Federal, State and local housing services and programs as they affect eligibility for assistance and utilization; Good knowledge of the characteristics, needs and interests of Public Housing residents and Section 8 participants; Good knowledge of community agencies, facilities and services which can be utilized to aid residents and participants; Ability to meet and deal with the public effectively; ---PAGE BREAK--- Senior Leased Housing Coordinator Page 2 I 2 Ability to supervise; Ability to analyze facts obtained and use said facts in making judgments regarding eligibility and occupancy issues; Ability to communicate effectively, both orally and in writing; Initiative and resourcefulness; Tact; Courtesy; Sensitivity to the needs of residents/program participants, physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of a Bachelor's degree or higher AND one year of full- time paid experience in a supervisory human services position in a public housing agency dealing with both Section 8 and Public Housing Leased Housing Programs; OR Possession of Associate's degree or higher AND three years of full-time paid experience in a supervisory human services position in a public housing agency dealing with both Section 8 and Public Housing Leased Housing Programs; OR Possession of a high school diploma or equivalency diploma AND five years of full-time paid experience in a supervisory human services position in a public housing agency dealing with both Section 8 and Public Housing Leased Housing Programs; OR An equivalent combination of training and experience as defined by the limits of A, B, and C. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
