Senior Medical Services Clerk Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 5/14/09 SENIOR MEDICAL SERVICES CLERK DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for independently performing moderately difficult clerical work involving the use of medical or mental health terminology to schedule, record, review and bill public health and/or mental health services. The incumbent performs a variety of activities that may include reviewing and coding patient charts, reviewing and processing medical or mental health service claims and bills, and keyboarding and data entry. This position differs from that of Medical Service Clerk in that the incumbent performs more complex duties and may supervise other clerical employees. The work is performed under general supervision of a Principal Medical Services Clerk or higher level employees. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Enters a variety of medical-related data including patient demographics, medical services performed, billing information, and prescription information into computer databases; Reviews and verifies medical or mental health records and/or charts for accuracy and completeness and enters the appropriate medical diagnostic code as required; Reviews a variety of fee-related documents including claim-forms, vouchers, bills, fee-scales, and purchase orders to determine eligibility for payment, assign fee scales or rates, verify accuracy and completeness of payments made, and/or reconcile bills as required; Receives patient or client care referrals from private or public agencies including hospitals, physicians, courts, and County Department of Social Services and schedules appointments and home care visits for nurses, technicians, clinicians, volunteers and/or home care aides; Searches a computer database to obtain data necessary for state and federal reports and/or reimbursement claims; Prepares correspondence, documents, records and other written material; Submits bi-weekly, quarterly, and annual reports as required; Enters payroll information into a computer spreadsheet for processing; Receives and audits employee time records; Contacts clients, vendors, and other health providers by phone or written correspondence to obtain additional information; Performs routine clerical duties and operates various office equipment in connection with the work; May supervise, assign and review work of subordinates and or volunteers. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of medical or mental health terminology; Good knowledge of modern office terminology, procedures, equipment and business English; Working knowledge of modern methods used in keeping and checking financial accounts and records, including financial computer software; Working knowledge of public health or mental health care cost reimbursement methods; ---PAGE BREAK--- Senior Medical Services Clerk Page 2 I 2 Working knowledge of home health care services; Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheets and databases; Ability to plan and supervise the work or others; Ability to perform close, detail work involving considerable visual effort and concentration; Ability to organize and maintain accurate records and files; Ability to analyze and organize data and prepare records and reports; Ability to communicate effectively both orally and in writing; Ability to understand and follow oral and written instructions; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of an Associate’s degree or higher in medical records technology, business administration or closely related field; OR Possession of a high school diploma or equivalency diploma and two years of clerical experience maintaining medical or mental health records; OR An equivalent combination of training and experience as defined by the limits of and NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency. NOTE: Successful completion of coursework in Medical Technology or closely related field at a regionally accredited college or university, or one accredited by the New York State Board of Regents to grant degrees, may be substituted for the above experience with three semester credit hours being equivalent to three months of experience.
