Highway Maintenace Supervisor Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 2/27/13; 10/01/13; 5/1/18; 11/21/22 HIGHWAY MAINTENANCE SUPERVISOR DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for planning, coordinating and reviewing the activities of work crews engaged in construction and maintenance of county roads, facilities and adjacent areas. The incumbent is responsible for the efficient and economical use of work crews, materials and equipment in the various construction and maintenance activities. The work is performed under the general supervision of the County Highway Superintendent or Deputy with leeway allowed for the exercise of independent judgment in carrying out the details of the work. Supervision is exercised over Crew Leaders, Heavy Equipment Maintenance Supervisor, Assistant Highway Maintenance Supervisor and other subordinates. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Plans and schedules the activities of work crews and the use of materials and equipment in the construction and maintenance of roads and adjacent areas; Makes regular visits to work sites to check progress and assists in resolving problems; Investigates complaints from the public regarding highways; Coordinates snow removal and ice control activities within assigned area; Prepares and maintains activity, cost and progress records and reports; Explains highway work plans to property owners; Confers with County Highway Superintendent and/or Deputy regarding personnel and equipment necessary for construction and maintenance projects; Coordinates and conducts training and participates in highway safety programs; Maintains a variety of written reports and records; May develop material and equipment specifications; FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the modern methods used in construction and repair of roads and adjacent areas including snow and ice control; Thorough knowledge of safety precautions used in highway construction and maintenance work, snow removal and ice control; Good knowledge of local geography and roads; Ability to read and understand sketches, blueprints and related road construction and maintenance plans; Ability to plan and supervise the work of others; Ability to understand and follow oral and written instructions; Ability to organize and maintain accurate records and files; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees ---PAGE BREAK--- Highway Maintenace Supervisor Page 2 I 2 with an Associate’s degree or higher in engineering or construction technology and seven years of experience in construction and/or maintenance of highways in such areas as drainage, earthwork, paving, surface treatment or shoulder stabilization, three years of which shall have been in a supervisory capacity; OR Graduation from high school or possession of a high school equivalency diploma and nine years of experience as defined in including three years of supervisory experience; OR An equivalent combination of training and experience as defined by the limits of and NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency. SPECIAL REQUIREMENTS: Possession of a valid New York State Class A Driver's License with air brake and tank endorsement is required. Failure to maintain a NYS Class A Commercial Driver's License and all the required endorsements will result in disciplinary action or dismissal.
