2017 CORTLAND COUNTY HIGHWAY DEPARTMENT SPECIFICATIONS AND BID FORMS GRAVEL The bid shall be in conformance with the terms and conditions specified in the Advertisement for Bids, and shall also be in conformance with the following specifications. The duration of the contract shall be for one year, with the option to renew for up to Three additional one year period at the agreement of both parties. Bids must have all items denoted in the “Checklist of documents to be returned with contract” attached. These items can be found in the Standard Clauses for NY State Contracts document and shall be considered a required submission for this bid. Specifications: Gravel shall conform to NYSDOT specifications of September 1, 2015, as amended, for the material items listed on the bid form. All materials shall be produced at an operating source approved by the NYSDOT, or approved by the Cortland County Superintendent of Highways. If material from an operating source not approved by the NYSDOT is to be considered, a gradation, soundness test, and proctor test from the current calendar year shall be attached to the bid documents. By submission of a bid, the bidder grants permission for the Cortland County Highway Department to enter upon lands of the owner to sample and test material. Bid prices shall be f.o.b. per ton or f.o.b. per cubic yard and loaded on Cortland County Highway Dept. trucks (per ton prices shall pertain to those bidders with scales capable of weighing trucks). OPTION A: Cortland County Highway Department shall provide all necessary paperwork, surveys, permits, manpower, and equipment to mine, process gravel and reclaim said land for which Cortland County will be charged PER CUBIC YARD or PER TON of gravel removed from the owners land. The County will load municipal trucks with County’s loader. OPTION B: The owner shall provide all necessary paperwork, surveys permits, pit maintenance and reclamation that will allow Cortland County Highway Department to mine and process gravel (with County equipment and manpower) for which Cortland County will be charged PER CUBIC YARD or PER TON of gravel removed from the owners land. The owner will load municipal trucks with owner’s loader. OPTION C: Bidder submits bid prices for bidder’s own processed material which meet the requirements of any and/or all of the following N.Y.S.D.O.T.
